Plan Review Process PLANS RECEIVED VIA EMAIL & MAIL (msc@uscg.mil) • Reviewed on first in-first out basis • *If you need something expedited, have the OCMI request PROJECT ENTRY, PRIORITIZATION & ASSIGNED TO MEMBER ENGINEERINGREVIEW PLAN APPROVAL &CORRESPONDENCE EMAIL DISTRIBUTION & RECORDKEEPING (MISLE) AVERAGE CYCLE TIME: 18 DAYS (GOAL OF 30 DAY MAX)

  9. Plan Management • 46 CFR 177.202 *Initial Inspection • Reference the PRG • Repairs and Modifications may require a select list of updated plans

Plan Management Plans MSC Typically Reviews: • Structure plans/calculations • Inclining/Stability calculations • Electrical diagrams/analysis • Piping Diagrams/calculations • Major Conversion determinations • Vital system automation Plans OCMI Typically Reviews: • Fire Safety Plans • Simplified Stability Tests • General Arrangements • Drainage • Minor Equivalency Determinations • Minor Modifications/Repairs • Everything else for COI

  11. Plan Management • Communicate to CG and owner • Manage Expectations • Specific request/items of concern – Don’t assume MSC knows your zone/fleet • MTN 01-03 – Fantastic tool to communicate • Contact information

Plan Management MSC’s Plan Review Process: • Plans/Info received • Submittal assigned Document # • Filed to existing Project or new Project # assigned • Submittals reviewed independently • Plans / Correspondence returned • Copies filed / distributed • “Permanent” sent to FRC Plan Review Outcomes: • Approved • Examined • Returned for Revision • Disapproved • Returned Without Action • Forwarded to OCMI • Held in Abeyance

  13. Practical Limits of Plan Review • Assumptions • Limitations of paper boats • As-Built? • Quality and Workmanship? • Letters and Plans can leave significant components out • Acceptable design standard • First Principles? Safety Factors? • Call if something doesn’t make sense
