  3. Project Description • The project consists of permitting 5,000 commercial parking spaces to be distributed between the Terminal E site and the existing Economy garage. • The current plan is to design and construct approximately 2,000 public spaces at Terminal E, to be located on the existing surface parking lot occupied by public parkers with a portion used by private Limos and Vans. • The garage consists of 6 levels on the east side and 4 levels on the west side of the existing elevated pedestrian walkway, with spaces for Limos on the ground level, and will connect to the walkway for pedestrian access to Terminal E on Level 5. The garage will also be designed to support a future strategic project which would provide direct access to Terminal E via the walkway.

  4. Major Features & Benefits • The project will provide passenger experience benefits by meeting air passenger demand for on-Airport parking, reducing the need for operational countermeasures • It will provide convenient passenger access to the terminal buildings and to the pedestrian bridge that connects the Central Parking Garage to Terminal E • The garage entrance and exit will be located before and after the Terminal E arrivals roadway respectively, and thereby reducing significantly the traffic congestion at the curbside and associated vehicle miles travelled (VMTs) • It will include a secondary public entrance and vehicular bridge connection to reduce on-Airport circulation and provide for operational efficiencies during overflow conditions • It will be located on-Airport in areas already developed and used for parking.

  5. Positive Environmental Impacts • It will reduce the environmentally undesirable drop-off/pick-up mode share and its associated VMT and air emissions • It will be consistent with Massport’s Sustainable and Resilient Design Standards and Guidelines and Floodproofing Design Guide • It will incorporate GBCI’s Parksmart certification measures for enhanced sustainability and resiliency performance • It will reduce on- and off-Airport air emissions, including greenhouse gas emissions (GHG) • It will increase energy conservation measures by the use of renewables including solar photovoltaic (PV) panels

  6. Improved Customer Experience • The Garage will provide close and convenient passenger access to Terminal E and direct access to the pedestrian bridge that connects the Central Parking to all terminals • The garage exterior will be enhanced with architectural treatment incorporating landscape features along the façade • The garage interior will enhance passenger experience by the use of electronic parking space management and signage/lighting to optimize passenger wayfinding • The customer experience will be improved by accessing the terminal via a covered aesthetically pleasing structure

Community Benefits • The building height will provide additional noise reduction from aircraft ground operations • It will include active recycling program and associated infrastructure for the collection, storage, and handling of recyclable materials • A durable and sustainable design to extend the lifespan of the facility and minimize future large-scale construction and renovation activities • It will reduce the environmentally undesirable drop-off/pick-up mode share and reduce congestion along the roadways and terminal curbside

Project Challenges • Complex phasing required to minimize impacts of the adjacent Terminal E and roadways • Temporary relocation of the Limo lot • Phasing and traffic management plans in coordination with Massport • Limited staging and laydown areas • Daytime restrictions, lane closures and possible off-hours deliveries • Heavy precast concrete erection adjacent to pedestrian walkway and roadways • Construction over major utility tunnel and other utilities on site

  9. Project Schedule • The DEIR/EA was filed with the MEPA Office and the Federal Aviation Administration on May 31, 2019 • A public informational meeting will be scheduled in mid-June 2019 during the anticipated MEPA comment period • The Secretary’s Certificate on the DEIR is expected mid-July 2019 • Preliminary design is ongoing with anticipated completion by August 2019, followed by final design through Quarter 2 of 2020 • Construction is scheduled to start in Quarter 2 of 2020 with an anticipated opening by Quarter 2 of 2022
