  2. Proposal Summary Develop a national baseline of public safety requirements for LTE—local, state and federal. Test interoperability of multiple vendors’ products 12 base station sites available Up to 6 vendors supply eNodeB base stations Initially, use vendors’ remote core networks (Evolved Packet Core - EPC) and prototype devices Develop multiple testing phases Test interoperability of public safety applications Test vendor interoperability of LTE network elements Evaluate Radio Access Network (RAN) design & performance

Public safety (local, state & federal) has unique interoperability challenges (roaming, applications, VPNs, etc.) LTE is highly complex to build and operate, especially the core network Testing is a driver of ongoing public safety requirements, especially for devices Mitigate risks of new technology Develop local/state/federal public safety-driven design and cost modeling for LTE Opportunity for public safety leveraged network with commercial carrier(s) depends on architectural design and business process development Why Public Safety Needs a Test Facility 3
