  2. Notice and Consent Overview • US, Canada, and Mexico must consent to HW shipment prior to import. • US Exporters send a request to EPA to export HW to a foreign country. EPA reviews and repackages request then sends to foreign government for consent to export HW to their country. • Opposite process for Foreign Exporters shipping HW to the US. EPA HQ in coordination with EPA Region of TSDF give consent.

  3. WITSnet • WITSnet – Waste International Tracking System • WITSnet stores all the data submitted by US Exporters and Foreign Governments for the Notice and Consent Process

  4. What Are We Working On? • Currently, the Notice and Consent Process between US, Canada, and Mexico involves exchanging data via fax machine and phone calls. • So… We thought it might be a good idea to exchange data electronically

  5. Who’s Working on Initiative? Commission for Environmental Cooperation (CEC) • International organization created by North American Free Trade Agreement (NAFTA) Hazardous Waste Task Force (HWTF) • Working group in CEC that addresses waste issues • HWTF’s main project is on the electronic exchange of data from export notices and consents

  6. Current Situation • 90% of exports within N. America • Paper-based exchange between countries for export notices and consents • No North American data standards that would allow national governments to share data • Sometimes difficult to match hazardous waste types/codes between countries

Benefits of Int’l Electronic Exchange • Improves quality of export notice and consent data • Increases timeliness of notice/consent data • Lays foundation for possible future automation of hazardous waste export/import data • Reduces administrative burden • Can enhance border security by having data that is more easily accessible

Next Stepsfor the Electronic Data Exchange Project Create & Apply Common Data Standards: • Agreeing on formats and definitions of common data • Create XML schemas • Countries add programming to their national databases • Pilot a data exchange between countries (possibly through CDX) • Ensure smooth operating of electronic data exchanges among all three North American countries

Next Steps for WITSnet? • ACE-ITDS Setup interface with US Customs to exchange Notice and Consent data • eManifest Setup interface with eManifest and match manifest data with Notice and Consent data • Front End for US Exporters Currently, US Exporters send a signed letter (not even a standard form) and EPA has to manually enter data into WITSnet
