  2. Questions • Which policies are Icelanders especially keen on protecting in time of recession? • Where do child care policies rank, in terms of decreasing expenditure? • Do men and women agree on the matter? 

  3. Data • Survey data on welfare state attitudes collected by the Research center for social studies. • The survey was sent by post, in December 2008 and data gathering was completed in March 2009. • Final sample: 1400 individuals, 18 years old and older (no upper limit). • Response rate: 40% and 50%

  4. What projects/services should the state be responsible for? The scope of government

  5. Question • “In recent years there has been a debate on the responsibility of the public sector, i.e. the state and the municipalities. How much do you agree or disagree with that the public sector should be responsible for the following projects?” • Ten items • Scale: Strongly agree, agree, neither agree nor disagree, disagree, strongly disagree

  6. Who has the strongest entitlement to benefits – in case of benefit reduction? Deservingness criteria

  7. Question • “If benefits were to be reduced, the question that raises itself is which groups should be entitled to such aid. • Do you think the following groups should have much or little entitlement to benefits from the welfare state, on a scale from 1 (no entitlement) to 10 (strong entitlement)?

  8. Increase or decrease public spending in different areas?

  9. Question • “What do you think about public spending with regard to different areas? Do you think the public sector should spend more or less on...” • 16 items • Scale: Much more, more, equal as now, less, much less

  10. Conclusions • Single mothers and families with children rank 3 and 4 as the groups that have the strongest entitlement to benefits, in case of financial reduction in public benefits • Men and women agree on the ranking, although women show more support • When it comes to increasing or decreasing costs in different fields, child care policies and other family policies rank relatively low. • In general, men and women agree on the ranking although women show more support for increasing spending (and less support for decreasing spending).
