National Climate Change Initiatives Developed and submitted the First Initial National Communication Report to UNFCCC in 2004; Established DNA (Designated National Authority) to executive CDM projects: 2 biogas CDM projects has been registered till now; Developing National Climate Change Policy for Nepal . Process is underway to develop National Adaptation Program of Action (NAPA), Formation of Networks such as CCN and CCNN

    4. Initiatives from 2008 onwards Establishment of Climate Change Council, July 2009. Functional Secretariat within MOE. With participation of Department of Hydrology and Meteorology (DHM), the Asian Pacific Network has initiated capacity-building activities. Consultation Meeting for PPCR : Stakeholders Meeting Sept 3-4, 2009. Regional Climate Change Conference in Kathmandu August /Sept 2009.

    5. ADB TA, on Capacity building and Institutional framework Assessment, and Awareness. DANIDA Strengthening the Capacity building on Negotiations and COP 15 Preparation MOE. FAO- Agriculture and Climate Change Project MOAC Reducing Emissions from Deforestation and Forest Degradation (REDD) MOFC Second National Communication through UNEP/GEF MOE

    6. Mountainous Countries Alliance/ Initiatives 2010 and Unit Establishing Process within MOE. Association of CoP15, Accord with Reservation (1.5 Degree Celsius and Easy and Direct Access of Funds). National Planning Commission has Initiated Climate Resilience Planning Process (Support from ADB TA for up coming Plan 3 Years from July 2010). Mitigation Plan on Climate Change is National Agenda ( Dialogue started with National Stakeholders AEPC, Industries, Forest, Local Government Bodies, NGOs, Civil Society + Users). R & D on Climate Change Initiated within MOE in Collaboration with Universities 2010.

    7. National Adaptation Program of Action (NAPA) to Climate Change : GEF, DANIDA, DFID and UNDP. MOE (Nov 2008). National Adaptation Programmes of Action (NAPAs) communicate priority activities addressing the urgent and immediate needs and concerns of least developed countries (LDCs), relating to adaptation to the adverse effects of climate change. Implementation of Outcomes US$6 million (est.) funding of select projects under LDCF - US$15 million (est.) Local Adaptation Plan of Action (LAPA) by DFID

    18. PPCR Process and Activities Joint mission from September 3-9, 2009 in Kathmandu. 3-4 Sept 2009 PPCR workshop for Govt partners. DFID, World Bank, ADB and UNDP participated in mission activities. A separate workshop on PPCR for NGOs and CBOs attended by most major donors. Briefing for development partners also to share the findings of follow-up meetings, Nov 26, 2009. PPCR Fund will access to GoN Institiutions, NGOs, Civil Society, and Private Firms.

PPCR Fast Track Proposal Request for $225,000 to prepare Nepal`s Strategic Program for Climate Resilience (SPCR) - detailed proposal for priority investment to enhance resiliency including identification of priority investments, detail scope of work, implementation arrangements including a work plan, timeline and budget allocations.

    20. Implementation Arrangements SPCR /TA Team of five consultants for approx up to 6 months. Two international and 3 national. Up to a total of 23 person months. Consultants hired using the ADB Guidelines on the use of consultants. MOE will be in Executive Role which is already proposed by NPC and MOF. Team Leader/Climate Change Adaptation Specialist International for up to 4 months Project Design Facilitator and Deputy Team Leader national up to 6 months Natural Resource Management Specialist national up to 6 months Infrastructure, Water and Energy Specialist national up to 6 months Institutional Specialist international up to 1 person month Team Leader/Climate Change Adaptation Specialist International for up to 4 months Project Design Facilitator and Deputy Team Leader national up to 6 months Natural Resource Management Specialist national up to 6 months Infrastructure, Water and Energy Specialist national up to 6 months Institutional Specialist international up to 1 person month

    21. Implementation Arrangements SPCR Fast Track TA (Contd.) Policy Advisory Committee For policy advice and resource allocation, the Policy Advisory Committee will meet as and when necessary, chaired by NPC with the Secretaries of all concerned Ministries / Civil Society, NGOs, Private Parties as members and; MOE serving as the member secretary.

    22. Implementation Arrangements SPCR Fast Track TA (Contd.) Project Steering Committee To guide project design and implementation, and development of Nepals Strategic Program on Climate Resilience (SPCR). Will meet as and when necessary, chaired by Secretary (MOE), Senior Officials from line Ministries, NAPA TWG Coordinators, and other stakeholders. MOE serving as the secretary.

    23. Implementation Arrangements SPCR Fast Track TA (Contd.) Use NAPA TWG to guide and develop Nepals SPCR. Add additional TWG for Private Sector led by the Federation of Nepal Chamber of Commerce and Industry (FNCCI) TWG to develop project implementation institutional framework and flow of funds structure

    26. CONCLUSION TA for SPCR development through ADB approved (US $ 0.225 Million) and mobilized. Participatory, country led process being launched to develop Nepal`s Special Program on Climate Resilience (SPCR) by end of November 2010. Case Studies on risks in vulnerable communities for key sub-sectors (Agriculture and Food Security, Water and Energy, Forestry and Biodiversity, Irrigation, Health, and Infrastructure, Climate Induced Disasters) to be initiated. SPCR to identify priority initiatives for TA (US$1.275 Mil) + Phase 2 (US$40-50 million in grants and US$30 million in loans). Final Project document (SPCR) will be prepared by Nov 2010 and Fund flow within 6 months followed by Phase 2 (Implementation).
