  1. DoD Region 4 Pollution Prevention Project Task 8: Database Development and EMS Integration Phil Barnes University of South Carolina

  2. Project Overview • Create a database to collect and analyze EMS training and implementation criteria to provide a comparative analysis of DoD installations according to military service, and installation function, e.g., troop training, operational support, research, etc.

  3. Project Objectives • Build upon the EMS-Tier1/2 Training Task • Develop survey through the assistance of the regional partnership’s steering committee and DoD service representatives • Identify EMS training and implementation categories to benefit future DoD implementation • Provide survey results and develop case studies on Tier 2 participants.

Project Objectives (cont) • Provide information on DoD EMS training and implementation through case studies to various military and other educational and training organizations including: • National Defense University • Industrial College of the Armed Forces • Armed Forces Staff College • University ROTC units • Transfer knowledge of EMS assessment, implementation and auditing to military personnel and other interested parties.

  5. Information collected and benefits include: • (1) Specific DoD installation obstacles/problems with EMS training and implementation and the most effective methods/solutions to deal with implementation and maintaining EMS effectiveness. • (2)Cost of EMS implementation related to specific EMS categories for facilities to assist in EMS planning and budget development, • (3) The best management systems integration method used to select environmental and economic indicators to measure EMS performance

Information (cont) • (4) The types of resources used/needed for EMS implementation. • (5) The time frame for complete EMS implementation based on the particular installation type and size • (6) Methods to integrate existing environmental and other programs, e.g. Pollution Prevention, Health and Safety, etc.

  7. Effective information gathering and EMS Integration • Coordination of existing installation and service information gathering mechanisms to utilize information networks already in place. • Ensure each military service mission and EMS model is supported through incorporating all implementation types and methods into surveys. • Use information gathering techniques that will encourage input and continual updates of EMS implementation progress.

  8. EMS Lead Auditor TrainingObjectives • Train selected installation participants in a 36 hour EMS accredited Lead Auditor Certification Course • Provide knowledge of how the EMS is implemented/integrated with the installation’s existing environmental/ business programs. • Provide skills to effectively conduct EMS audits of the installation. • Establish core team of EMS Lead Auditors within each military branch of service who will lead EMS audits of installations

Questions? • How are installations currently auditing their Environmental Programs within Army, Navy, Air Force, Marines? • How have previous Lead Auditor courses been conducted? • Should Lead Auditor Training be designed for each service branch using installations as case studies to audit? • Should Lead Auditor Training be held with mixture of Army, Navy, Air Force, Marines participants?
