WS 2 Conclusions • Fromthesevenspeeches and interventionsfromtheaudience, we can concludethat marine and maritimeresearchcommunityis a fundamental piecein the knowledge and understanding of the functioning of our Mediterranean Sea, an elemental supportforthe EU policies, speciallyforthedevelopment of theIntegratedMaritimePolicy in theMediterraneanbutalsoforother EU policies: (i) Job creation and sustainable and inclusive growth in Europe 2020, (ii) Implementation of the European Research Area (iii) Common Fisheries Policy: (iv) Compliance of the Marine Strategy Framework Directive; (v) innovation policies under the Innovation Union flagship initiative.

WS 2 Conclusions (1) • Scientificknowledge in marine research as supportelementtothe IMP. • Dr. Demetrio de Armas (IEO) • …There is a particular need for a comprehensive maritime policy aimed at developing a thriving maritime economy and ecologically sustainable. This policy should be supported by excellence in marine/maritime scientific research, in the technology and innovation, actions needed to achieve this goal involve: • Manage the scientific knowledge to contribute to the creation of more marine wealth based on the principle of sustainability • Science and technology offer a solution to reconcile the promotion of sustainable economic development activities related to the sea and environmental protection, so efforts are necessary in the field of R + D + i to increase its eco-efficiency and enhance the sustainable use of all resources. • The scientific and technological innovation related to the maritime sector requires an integrated approach to address complexity. Integrated research activities to solve complex problems and find coherent solutions are necessary to take advantage of all the economic potential of our seas, according to an approach based on the sustainability of the marine ecosystem

  4. WS 2 Conclusions (2) • Marine ResearchInfrastructurestosupport IMP. The impact of new multi-platform observing systems responding to science, technology and society needs. • Dr. Joaquín Tintoré (SOCIB) • The challenge for the next decade is the integration of new technologies and multiplatform systems selecting key control sections in coastal/open ocean regions, major straits or channels for routine monitoring of these control or choke points to establish ocean state and variability, evaluating for example the relevance of mesoscale activity, shelf/slope exchanges, water masses formation, etc. The impact of these new systems, as SOCIB, the Balearic Islands Coastal Ocean Observing and Forecasting System, cannot be overlooked and it is important we face and prepare the forthcoming generations and ourselves. • These types of new marine infrastructures are presently establishing new ways of international cooperation that will lead to major science breakthroughs, innovations in oceanographic instrumentation and new ways of science based coastal and ocean management.

WS 2 Conclusions (3) • ICZM and MSP: facilitating tools for solving conflicts and overcoming the science-policy gap. • Mr. David March (IMEDEA) • Scientific information and the ecosystem approach can and should be incorporated into Maritime Spatial Planning and Integrated Coastal Zone Management. • Risk analysis can provide a management structure that facilitates and informs planning and the implementation of activities, • Development of tools that convert scientific information into readable formats by stakeholders can aid in the decision-making processes of action.

WS 2 Conclusions (4) • Europeanresearchcoordination: SEAS-ERA and the JPI Healthy and Productive Seas and Oceans. • Dr. Fidel Echevarría (MINECO) • The need for a more coordinated approach in marine research is due to the interconnected and cross-cutting nature of marine ecosystems, but also because marine and maritime research is complex, expensive, involving many different disciplines, sectors and areas of knowledge. The challenges of ocean science cannot be solved by a single country, and an integrated and coherent long-term approach at European level is needed. • Seas-era and JPI-Oceans are two different programs sharing some objectives. In both cases there is a partnership with leading marine RTD funding organizations, and in both cases the aim is to coordinate the national and regional RTD activities. They are two examples of initiatives inspired by IMP.

WS 2 Conclusions (5) • STAGES: connectingsciencetopolicytosupport MSFD implementation. • Dr. Marisa Fernández (CETMAR) • Effective science-based implementation of MSFD • Science policy interface platform designed to meet the needs of MSFD • Full access to, and best use of existing scientific knowledge • Optimum use of public research funding in support of MSFD • Targeting science and technology funding investments towards addressing critical knowledge gaps • Stakeholder involvement and support to MSFD measures • Smoother implementation of MSFD through better stakeholder consultation and buy-in to measures needed to implement MSFD. • A huge work has been developed to achieve the first MSFD targets in Spain • MAGRAMA with the scientific and technical support of IEO and CEDEX • Coordination, optimization and integration of research and technological resources will be crucial for the success in the MSFD implementation Developing sustainable mechanisms to connect science to policy will be crucial to promote Blue Growth and implement IMP

WS 2 Conclusions (6) • Research and innovation in fisheries and aquaculture: priorities in science, industry and society in thecontext of the IMP in theMediterranean Sea. • Ms. Maribel Rodríguez (ARIEMA) • The general and cross cutting necessities for the fisheries and aquaculture Mediterranean sector, regarding to the Mediterranean Integrated Strategy are: • (i) Avoid fragmentation using cross sector Technology Cooperation, Boosting cooperatives and associations, Boosting the Mediterranean aquaculture, Diversification (i e: fishing-tourism), Integration of value chain and socioeconomic factors and dimensioning business • (ii) Improve the Partnership approach by Boosting TPs and clustering, Stakeholder participation, Career attractiveness, job security (risk prevention), Training and professionalization, Coordination within different administrations and Simplification of administrative procedures • (iii) Increase Investments in infrastructures: promoting Energy efficiency fishing vessels and Port infrastructures to Reduce the Carbon Footprint • (iv) Increase the technology level of the industry: Using Automation, Friendly technology and sustainable fishing gears, Maritime safety and surveillance, Labor on board safety • (v) Reinforce the Consumer information and quality by: Traceability and use of ICT, Creating certifications / quality brands, Promotional campaigns or public fairs, Development of CSR, Boost social area return, Improve and increase inspections, Standardizing the legislation, Rapid diagnostic procedures • In additionsome detailed technology recommendations according to the different activities developed into the fisheries and aquaculture sector have been done.

  9. WS 2 Conclusions (7) • Researching in sustainability of marine living resources: theimpact of Mediterraneanvariabilityonbluefin tuna spawninggrounds and populationdynamics. Francisco Alemany (IEO) • Environmental influence on the dynamics of exploited living marine resources should be taken into account both for evaluation and management of such resources. Therefore, to ensure the sustainability of living marine resources, it would be recommendable: • To promote scientific studies not only on exploitation pattern of such resources, but on the ecological traits of exploited species in the different phases of their life cycle, in order to determine the effect of biotic and abiotic factors on their population dynamics. • To implement environmental monitoring systems which allow to characterize the environmental scenarios where exploited species inhabit • To develop tools, based on sound scientific knowledge, to incorporate environmental information in the management of living marine resources
