Issues • Accelerated Globalization a Fixed Variable in International Relations since Mid-1990s • Trade, Investment and Financial Transactions Verify the Intensified Globalization • The Global Financial Crisis and the On-going Eurozone Sovereign Debt Crisis to Have No Significant Negative Impact on Globalization • Increased Regionalism Activities – esp. in Form of FTAs – Lead to Co-existence of Multilateralism and Regionalism

Issues • Both Developed and Developing Countries are Taking Part in this New Trends • Different from the 1st Wave in 1970s • FTAs a Welcomed Instrument for • Market Expansion; Growth; Job Creation • Human Resources Needs a Crucial Factor to Maximize the Positive Effects • Both Developed and Developing World Should Benefit

Types of Human Resources Needed • Globalization and Intensified FTA Networks Require Human Resources Equipped with • International Economics • International Relations • International Economic Law, etc. • Apart from Broad-based Disciplinary Areas, Specific Knowledge is More Needed • Labor Standards • Environment • Intellectual Property Rights, etc.

Regional Dimension of Human Resources Needs • Human Resources Development also to Consider Intra-Regional Connectivity and Contexts • Experiences of Europe Providing Lessons • ERASMUS Program • ERASMUS Mundus Program • CAMPUS Asia Projects an Encouraging Sign • CAMPUS: Collective Actions for Mobility Program for University Students • 10 Pilot Programs Launched for C-J-K in 2011

  6. Global Dimension of Human Resources Needs • Human Resources Development a Crucial Factor for Economic Development • APEC’s Efforts as an ECOTECH Working Group • Korean ODA: Increased Demand from LDCs for HRD Funds (KOICA and KSP Projects) • ADB/World Bank’s Capacity Building Projects

Global Dimension of Human Resources Needs • With DDA Struggling, LDCs are in Need of Motivation to Intensify Integration Efforts • Aid for Trade • Millennium Development Goals • Sustainable Development Goals • Capacity-Building Activities for HRs of Developing World also to be Strengthened • Trade Facilitation (Customs Procedures, etc.) • Trade and Investment Promotion • SPS, IPR, ROO, etc.

New Policy Direction Needed • Global Policy Responses • More Focus of ODA in HRD Activities • HRD to Become an Integral Part of Post-2015 International Development Policy Framework • Regional Policy Responses • Accumulating and Disseminating Best Practices Helpful • Expanding Sub-Regional Efforts • CAMPUS Asia: CJK  East Asia  Whole Asia
