  3. Background • Urgent need to fast track investment reforms to accelerate local growth and address constraints to competitiveness • Memorandum of Agreement (MOA) between DTI and DILG signed on 06 August 2011 - Creation of the Sub-Working Group on Local Investment Reforms (SWG-LIR)

Proposed Composition • DTI & DILG to Co-Chair the SWG-LIR • A development partner will co-convene • Government partners will depend on the activities • Ad-hoc groups within the SWG-LIR will be formed as need arises and depending on projects (e.g. BPLS) • Secretariat support to be rotated between DTI and DILG

  6. Functions • Promote investments at the local level through reforms • Identify projects that will address constraints to investments at the local level • Seek funding support for its activities and coordinate with development partners in efforts to promote local investments • Coordinate with concerned government agencies and instrumentalities in the conduct of its activities, as necessary

Reform Areas • Streamlining local and national regulatory processes - Fast track BPLS rollout - Conduct onsite coaching - Strengthen the Capacity Building Process of DTI and DILG in Promoting BPLS Reforms - Streamline the Permitting Process of Selected National Government Agencies (NGAs) - Set up a more robust Monitoring and Evaluation System - Set up an Incentive System for BPLS Reforms

Reform Areas • Addressing governance issues that affect investments - national laws vs. local legislations - standards setting • Promoting local economic strategies conducive to investment, e.g. investment promotion, organization of LGU alliances and clusters - Local Investments and Incentives Code (LIIC)

  9. Reform Areas • Improving information support - enhancing information support for business matching • Addressing consumer-related issues - standards setting

  10. Responsibilities DILG and DTI • Co-convene the SWG-LIR • Provide secretariat support to SWG-LIR • Mobilize their regional offices for the organization of Regional Working Group on Local Investment Reforms • Provide funding support from their respective budgets for activities of SWG-LIR and its regional counterparts • Mobilize funding support from development community for projects of SWG-LIR • Coordinate with relevant government agencies in the conduct of its activities • Formulate a monitoring and evaluation system
