  2. Introduction • Traffic congestion and cities, it seems, go hand in hand. Everyone complains about being stuck in traffic; but, like the weather, no one seems to do anything about it. In particular, traffic engineers, transportation planners, and public officials responsible for metropolitan transportation systems are frequently criticized for failing to make a dent in congestion.

  3. Not To Build More Roads Or Even Widen •  It is because more people will start using them. Building roads is only a temporary solution that will have to be addressed later. Until governments stop building roads while gradually investing in more transit and alternative transportation infrastructures like bike paths there will be no solution to congestion.

  4.  Improvements In Public Transportation • Public transport system in done logically conveniently and used effectively for inhabitant's demand of travelling, people will definitely choose public transports in stead of their own ones. By that way, the amount of vehicle on streets will reduce significantly.

  5. Improve Citizens' Way Of Thinking And Travelling • When the number of people understand and accept taking public transport as their main means of transport, traffic jam will not happen constantly on the roads. Nevertheless, the local authorities also need to take action to reduce the amount of transport products imported into the cities by imposing high taxes for each means of transport. Therefore, with high prices of vehicle, inhabitants might not been travelling by their own cars or motorcycles.

  6. Signal timing should correspond to the current traffic patterns • Often signals are initially timed, but not re-adjusted when traffic patterns change. This results in inefficiency and unnecessary delays. Work with state and local agencies in congested metropolitan areas and encourage best practices for improved traffic signal timing.

  7. Traffic incident management • It is a combination of public safety functions and traffic management functions. It requires cooperation between various public agencies to reduce congestion by clearing traffic crashes and removing stalled vehicles. FHWA is championing laws, policies and practices that speed up the clearance of major and minor incidents that create congestion.

  8. Real-time Travaler Information • It is a "decision-quality" information that travelers can access, understand and act on to choose the most efficient mode and route to their final destination. Timely and detailed information about traffic incidents, the weather, construction activities, transit and special events, all aid in improving travel time predictability, better choices and reduced congestion.
