  2. The region of La Rioja (most famous for our wines) has a population of 280,000 -about half of them living in the capital city, Logroño. In the recent process of de-centralization, our regional government has been responsible for all the education system in the region since January 1, 1999. The “Dirección General de Educación” is the office directly responsible for the management of the system in the region -some 140 schools with 3,000 teachers serving 40,000 undergraduate students (pre-school, elementary, secondary, vocational training, adult education…) and a university with almost 10,000 students.

For the last five years, two of the top priorities of the DGE have been the spread of the ICT in education and the participation in European programs -and this project is a good combination of both. Participation of our schools in European programs is very high, both in Leonardo mobility projects (several each year) and in Socrates projects (up to 15% of our schools).. Thus, the participation in LdV Pilot Projects (ReDMEIS) and the promotion/coordination of one of them (E-Know-Net) was only a natural development for the DGE.

  4. As promotors of this project our main tasks have involved the design of the project as such (both conceptually and administratively) and the coordination of our partners. Additionally, we have been deeply involved in the analysis/selection of the virtual platform, its implementation, and the training necessary for its use (that work is reflected in Master Documents 1 and 2) -as well as the users guide for those areas. Another area of work has been to facilitate the growth of the project, through new partners and new content, with the preparation of two protocols to regulate that growth.

The participation in the project has been a very good experience for the DGE -not always easy (like when we had to drop the Italian partner and re-distribute tasks and budget) but very interesting. The partners met four times during the project (apart from the first and last meetings in Logroño). Those meetings were always very productive and allowed for the development of good personal/professional relationships, basis for future cooperation. The use of ICT (cooperative workspace, virtual platform) has been very effective and time-saving, proving how partners from remote partners can work together online.

  6. E-Know-Net has appeared several times in “educaciónRioja”, the education supplement of “Diario La Rioja” (nº1 newspaper in our region). The project was also on all the local/regional newspapers, ratio and TV stations in March 2001, at the time of launching the project with the first meeting in Logroño. Several institutions active in the field of vocational training were contacted and two were selected to become new partners: the “Servicio Riojano de Empleo” (responsible for employment policy in the region) and “IES Cossío” (one of our most innovative vocational training schools)

  7. The development of excellent inter-personal and professional relationships among the current partners of the project, and the inclusion of eight new partners (two per country) are the foundation for future cooperation, both for European-funded projects (under Leonardo, Socrates, other initiatives) or bilateral projects.
