  1. Otay Landfill Inc. 1700 Maxwell Road Chula Vista, CA 91911 37-AA-0010 3 1 2 Two active working faces were being used during the inspection. The active face in photo #1 was being used for placement of excavated waste from a trench on the northern top deck being excavated for the installation of a horizontal gas line. The southern active face was being used by commercial vehicles. Self haul vehicles were unloading on the southwest area of the wet weather deck where photos (1-3) were taken. The waste from the self haul vehicles was planned to buried along the southwest side slope of the wet weather deck at the end of the operating day. The assistant manager directed staff to remove the waste. Photo #4 taken looking west. A compactor unloaded green waste with residual waste such as chairs, trash bags and a large blanket. Otay Landfill Inc. 1700 Maxwell Road Chula Vista, CA 91911 37-AA-0010 6 7 The operator had placed clean soil over the suspected area of burn ash as an interim measure in preparation for the wet weather season. Processed green material was being placed over the area for drainage and erosion control. Photo #6 looking northeast. SCS Field Service personnel were observed excavating a trench on the northern top deck of Canyon 3C for the installation of a horizontal gas line.
