Introduction – Are you Ready? • Sewer systems have some degree of inflow and infiltration • Under some rainfall condition, the system capacity will be exceeded • Do you know how big of a storm it will take? • Will it cause SSOs, or worse, will it flood basements? • Is there capacity left for growth?

  3. City of Novi, Michigan • 2006 population of 52,023 • One of the largest retail areas in Michigan • Approximately 60% developed • 42% population growth in the 1990s • Population growth to nearly 70,000 people projected in the next 25 years Oakland County Novi

The City of Novi Asks Questions: • Do they have capacity for the growth projected? • How wet is the system? • How big of a storm will exceed their capacity? • What is most cost effective process to manage the sewer system? These questions prompted the CMOM Study (Capacity, Management, Operation and Maintenance)

  5. Objectives of the CMOM • Provide confidence in current state of system • Ensure adequate capacity for future needs • Meet customer and EPA / MDNRE expectations • Seek O&M efficiencies • Become proactive – not reactive

  7. CMOM Implementation • Three phase approach with transition to City • Phase I • Flow projections • Wet weather flow analysis • Capacity assessment

  13. Implementation • Area G SSES • Manhole inspections – GPS integration • Smoke testing – notification, equipment, etc. • Sewer televising – bid proposal, PACP, review • Area B Metering • Select meter locations • Schedule for data download/review

Results • SSES identified rehab needs in Areas G and B • Metering identified SSES needs in Area C1 (investigation is in progress) • Next steps: • Continue SSES in Area C1, high priority sub-areas • Rehabilitation in Area G, B, and C1; post-rehab metering to follow • Begin sub-district metering in Area C2
