  10. • Strong international sales have helped cushion the headwind from U.S. DoD budget weakness. • With robust cash flow and access to financial markets, Raytheon has ample flexibility to enhance shareholder value, either though strategic acquisitions or the repurchase of shares. • Technological innovation and intense focus on cost-cutting should help preserve contracts with the DoD in the upcoming difficult funding environment.
