National policies • Country context toward EU climate and energy golas 20-20-20 through building renovation projects • Heat energy demand for new buidings and refurbishement of existing buildings max 95 kWh/m2 (average 70 kWh/m2) • 2nd NEEAP (2011-2013) defined 3% of buildings for energy refurbishment/year which is total of 3,7 mil m2 of households and 0,98 mil m2 of commercial buildings • Country context on refurbishement of public buildings (2012/27/EC) • 2nd NEEAP (2011-2013) defined 3% of buildings for energy refurbishment/year which is total of 285.000 m2 of public buildings • 2010/31/EC NZEB • Possible definition and Action plan in 2014

National policies • Context toward bioclimatic upgrade • No direct guidelines or obligation, open public spaces have to meet construction, safety and environment protection criteria mainly associated with infrastructure • National awareness on sustainable renovation to confront climate change • No • Awarenes on microclimate assessment tools in TES & D for UHI mitigation • No

Assessment tools • Assessment tools for techno-economical design stage and retrofitting studies • No national software for energy assessments, only software tools for calculation of heat energy demand are available on market. • Techno-economical retrofitting studies are done based on Methodology for conducting energy audits, with obligatory content of energy audit report and Algorithm for calculation procedure for final energy consumption in all energy systems. • Energy analysis is done based on actual energy consumption and costs from energy bills. • User behavior is taken into the account for energy management assessment. Operating parameters of all technical systems are used for modeling of actual energy consumption. • Renovation measures aredefined with regard to meeting current technical standards and achieve general improvement of energy efficiency in all systems. For every renovation measure energy, cost and ecology saving potential is calculated. Basis for saving calculation is referent consumption calculated based on analysis of energy and water invoices.
