Both sides of PFM – Revenues and expenditures The central government – Ministry of Finance and line Ministries. The levels of government – National versus sub-national government Binding Constraints: Political Feasibility Technical Difficulties Absorptive Capacity PFM Architecture and Action Plans Objective:Short-Term (12 Months) Quick Wins : Demonstrate Tangible and Improved Service Delivery ImprovementLong-Term (4 Yrs) : Build Sustainable Institutional Capacity to Enhance Efficiency and Transparency of Public Spending

Short-Term Action Plan • Building on PEFA Assessment and PPER Findings, requiring strong Government feedback • Focusing on limited number of quick actions toward tangible public service improvement in selected areas • Coordination of all on-going TA supports if necessary • High-level government commitment and coordination are essential for quick actions • Short Term Action Plan expected in Oct/Nov 2005

Long Term Action Plans • Address comprehensive institutional PFM reforms • Build on short-term action plans for continuity • Comprehensive review of on-going reform performance and identifies areas of additional donor support • Agree among donors on areas and modality of support • Systemic monitoring framework for the entire term of new government • Long term plans expected available by next PRSP
