  2. Consultation • The regional haze rule requires state to consult with other states that contribute visibility impairment to its Class l areas. There are two Class l areas in Missouri, Mingo and Hercules Glades. • The goal of consultation is to obtain additional emission reductions in order to meet the 2018 Reasonable Progress Goals (RPGs) by working with other states, tribes, FLM, and EPA.

  3. Consultation Process • Developed a draft consultation plan. • Continue to refine the technical analysis, RPGs, source contributions, area of influence, cost and control strategy, etc. • Initiate consultation with other States.

What is Regional Haze • Very fine particles and gases • Sulfate (power plants, industrial boiler, lead smelter, etc.) • Nitrate (power plants, mobile sources, cement kilns) • Organic Carbon (mobile sources, wood combustion, fires) • Elemental Carbon (diesel engines, other combustion) • Crustal Material (limestone quarry, fugitive dust) • Scatter or absorb light

How to determine emissions reduction targets • Determine the DV shortfall to meet the 2018 URP goal at each class l area. • Convert the DV shortfall to PM species required either single specie only or multiple species in propotion. • Determine species/precursor emissions coefficients within AOI for each class l area. • Calculate emissions reduction needed to meet the shortfall

  18. Identify Potential Emissions Sources • Start with geo-coded county list • Identify sources for potential control • Apply all available controls to each source • Eliminate tech that are not cost-effective

Next Steps • Send the draft plan to contributing states. • Revise the contributing states list based on new PSAT results from CENRAP. • Initiate the consultation process by • a conference call for consultation in February • A face to face meeting in March? • Work with states to refine the potential sources list using a 4-factor analysis. • Conduct sensitivity modeling on potential sources.

Next Steps • Send the consultation plan to states. • Set up a “kick-off” conference call for consultation. • Revise the contributing states list based on latest PSAT results and Q/d calculations. • Work with states to refine the potential sources list using a 4-factor analysis. • Conduct control strategy modeling on potential sources.
