What is DDR? • DISARMAMENT - Collection, control and disposal of small arms and light weapons held by combatants • DEMOBILIZATION- Process by which the combatants (regular and / or irregular forces) either downsize or completely disband • REINTEGRATION - Process whereby people associated with armed groups and other displaced persons assimilate into socio-economic life of (civilian) communities. Long-term development

(Cont.) • An integral component of post conflict security situations: • Voluntary weapons collection • Control and destruction of arms • Transitional social and economic support programmes for the return of former fighters, and those associated with the fighting forces, to go back to their communities or new points of integration • Small arms management

DDR Policy Developments • Joint collaboration between field peacekeeping missions and UN agencies to draft DDR policy • Develop an set of guidelines and standard operating procedures to cover the 30 areas of DDR work • The drafts of this set of policies is known as the Integrated DDR Standards (IDDRS)

  6. What are the Goals of the IDDRS? The Integrated DDR Standards (IDDRS) covers 32 areas of DDR planning, implementation and monitoring activities: • General introduction to Integrated DDR Standards • Concepts, Policy and Strategy of Integrated DDR • Structures and Processes • Operations, Programmes and Support • Cross-Cutting Issues

  7. Collaboration in Planning, Management and Monitoring • A coherent, flexible and in-depth guide for field practitioners • Cooperation to commence integrated operational planning in Headquarters and in the field • A common basis for training DDR specialists

  8. Review and Updating the IDDRS • The Executive Committee on Peace and Security is responsible for the periodic review and updating of the IDDRS • Feedback is welcome from field operatives, collaborating organizations, and other practitioners

  13. Communication Strategy • The United Nations DDR Resource Centre • One stop shop for policies (IDDRS) and operational tools, up-to-date information on UN DDR programmes, global DDR events and news • First test version being developed jointly by UNDP and DPKO ready

  14. Communication Strategy (Cont.) • Full development will take about 8 months, funded by interagency partners (strategy paper and detail budget developed) • Key to developing a UN DDR community
