  1. Mission To promote and coordinate the development and expansion of those special areas of economic activity including but not limited to industry, commerce, housing and tourism, while maintaining a high quality of life for Zumbrota area residents.

Building Permits Issued • Total valuation: $3,218,213 • Zumbrota Vet Clinic – 1901 Roscoe Ave • 3,700-square-foot new build valued at $638,585 • Chrysler/Dodge/Jeep/Ram – 1900 Roscoe Ave • 15,000-square-foot new build valued at $2,535,438 • $200,000 of an RLF loan • Edward Jones Financial – NE intersection of West Ave & 4th St. • The parcel (owned by the EDA) is $3,600-square-feet • Sold to Jana Scholl for $5,190 in September • Will house an 1,800-square-foot office building

  7. Former Grover Auto Lot • Joe Ouellette of Midwest Development requested a six-month option to purchase • Market-rate residential project • Seeks to secure an interest in site before investing time and money in due diligence • The sale of the lot is for $1.00

Small Cities Development Program (SCDP) • Partner with the Southeastern Minnesota Multi-County Housing and Redevelopment Authority (SEMMCHRA) to administer a comprehensive multi-city SCDP grant from the MN Department of Employment and Economic Development (DEED.) • Zumbrota residential homeowners have received a total of $126,749 • Zumbrota business owners have received a total of $162,297

  11. Contributions • $2,000 to the Zumbrota Independent Business Alliance (ZIBA) from the promotions budget line item to support the work they do to promote travel/tourism, which benefits the entire community

  12. Grants • $20,000 from the MN DNR Outdoor Recreation Program for completion of the Goodhue Pioneer Trailhead for a bike path, benches, signage, landscaping, trash receptacles, and fencing. • The match amount is $21,067 for a total project cost of $41,067 • Will be completed in 2019

Covered Bridge Festival • Implementation and success made possible by a committee of resident volunteers, City staff members, and Zumbrota organizations. • In 2018, the parade marched down West Ave. instead of Main St. Weather permitted all activities, including street dance. Fireworks sponsored by the Bank of Zumbrota and Midwest Fabrication & Supply at dusk.

Marketing Efforts • The Zumbrota EDA promotes the community to prospective businesses and visitors. • Community brochure highlights many of Zumbrota’s features and businesses offering meals, lodging, entertainment, shopping, etc. In addition, advertisements and promotional sponsorships have been made in the publication Explore MN which showcases our community and events.

Memberships • In order to stay abreast of economic development trends and local programs on local, state, and national levels, Zumbrota EDA or its staff retains membership in the following organizations • Economic Development Association of Minnesota (EDAM) • Southern MN Initiative Foundation (SMIF) • Zumbrota Area Arts Council (ZAAC) • American Planning Association (APA)

  18. Background The Planning Commission provides assistance to the City Council in the administration of City of Zumbrota Zoning and Subdivision Ordinances through reviews, public hearings, and recommendations to the Council on all applications.

Variances & Permits/Plats • Variance • A variation in provisions occurs when strict application of the Zoning Ordinance would cause a practical difficulty, due to the specific circumstances relating to the specific lot. • The Community Development Director administers the process for variance application and brings items forward for review. • Platting or subdivision of land • No new plats approved in 2018.

Variances & Permits/Plats (continued) • The city also provides for the further splitting of platted lots through minor subdivision. • Mr. Lynn Urban – 468 E 4th St • Applied for a minor subdivision to split off a 20’x120’ (2,400-square-foot) strip from his parcel. The intent is to sell the residual property to his neighbor, Robert Goad, who is currently encroaching four feet onto Mr. Urban’s property. • Golf Course • Kevin Kish would like to purchase the split with the understanding that there will be limited easement to Golf Club and a deed restriction tying two lots together. • Midwest livestock Supply • Requested a lot combination of a minor subdivision of a five-acre parcel of land to contract a building to inventory materials and service vehicles. • Status pending for 2019

Variances & Permits/Plats (continued) • Dion Peters – Lot 1, Block 4 (Jacobson Commercial Park) • Minor subdivision completed • Sold one lot, continues to develop others • Judy Lang – developer of Trelstad Estates Second Addition residential subdivision • Addressed the board to request to modify several remaining lots • The proposed changes are to combine lots to address development limitations from an Xcel Energy utility easement and geography, specifically steel poles.

  23. Conditional Use Permit (CUP) or Interim Use Permit (IUP) • One CUP proposed in 2018 • In order to accommodate the requested changed for the Trelstad Estate Lot Combination minor subdivision, the CUP needs to be modified by the City Council. Goodhue County Recorders Office can then administratively combine the lots.

Annexation & Zoning Ordinance/Strategic Planning • In 2018, the City received and approved a petition to annex approximately 25 acres of parcel adjacent to the city limits, west of Hwy 52 and south of CR 168. • No amendments to the Zoning Code in 2018 • Members reviewed the definitions of manufactured and modular homes in the Zoning Code, acceptable land uses in the C2 Highway Commercial Zoning District, and setbacks for accessory structures
