    3. Florida Department of Transportation Motor Carrier Compliance Office Created in 1980 by merging FHP’s Weight Troop and Safety Enforcement Function of the Public Service Commission. Statewide Law Enforcement Agency with Para-Military Organizational Structure/Five (5) Operational Regions & Central Command. 467 Fulltime employees in Division. 253 sworn law enforcement officers with full police power appointed pursuant to Chapters 334, 943 & 316, Florida Statutes.

    4. Florida Department of Transportation Motor Carrier Compliance Office 159 civilian weight inspectors operating 26 weigh stations throughout Florida. Fiscal Year 2005/2006 Budget is $35.8 M which includes an estimated $4.4 M MCSAP Safety Grant. Agency completed Professional Law Enforcement Accreditation Process on 2003. Only third state law enforcement agency to be accredited in Florida.

Post Crash Inspection Findings Approximately 80% of fatal crashes involving CMVs are caused by non-commercial vehicles 41 (10%) of CMV crash fatalities were caused by automobiles crossing the centerline or median causing head on collisions 27 (6.75%) of fatalities involving CMVs were caused by passenger vehicles striking the rear of the CMV 47 (11.75%) were found to have a vehicle defect, however, defect was not the cause or contributing factor in the crash.

    16. General Observations Lack of guard rail turn arounds inhibit proactive enforcement and appears to encourage illegal driving behaviors, causes delays in Emergency responders rendering aid to crash victims. Excessive speeds and aggravated driving behaviors were found to be greater on Rural interstate highways (less than 60,000 V.T.D.) according to the FSU/FAMU study
