ANTECEDENTES 1998 Sistema de Registro Civil y estadísticas Vitales Certificados de Nacido Vivo y Defunción Certificado antecedente y estadístico Diligenciamiento: Médicos-enfermera y Personal de Salud Autorizado y medicina legal cuando es por muerte violenta o de causa externa; cuando el hecho vital no tiene contacto con el sector salud este diligenciamiento lo hacen funcionarios de Notarías y Registradurías. 2005: DANE – MINISTERIO DE SALUD Y PROTECCION SOCIAL: Da inicio Proceso de Modernización Tecnológica del subsistema de EEVV a través de una plataforma electrónica SISPRO – MODULO RUAF ND. (captura en línea). Simultáneamente se conformó en el DANE el grupo central de codificación de causas de muertes.

  4. IMPORTANCIA DE LAS EEVV Las Estadísticas Vitales son elementos básicos para el análisis demográfico y de la situación de salud, bienestar y desarrollo de la población. Son un insumo básico para la planificación del desarrollo económico y social.

  6. Subsistema de Registro Civil Subsistema de Estadísticas Vitales Realizar la inscripción continua y permanente de los hechos vitales ocurridos con fines administrativos o de índole legal. SISTEMA DE REGISTRO CIVIL Y ESTADÍSTICAS VITALES El Sistema actual de Registro Civil y Estadísticas Vitales se implantó en el país a partir del 1° de enero de 1998 OBJETIVOS Producir las estadísticas de nacimientos y defunciones, ocurridos en el territorio nacional., así como mantener, mejorar, evaluar y consolidar, mediante coordinación interinstitucional, el Subsistema en el país.

Esta información permite: ESTADÍSTICAS VITALES REGISTRO CIVIL • Tener la categoría de ciudadanos, elemento esencial para la protección de sus derechos. • Reconocimiento y ejercicio de los derechos (ciudadanía, diversidad cultural, salud, vivienda, educación, entre otros. • Calcular la población: Número de habitantes, composición y distribución. • Diseñar programas para mejorar calidad de vida. • Proyectar la población para determinar necesidades y soluciones. • Conocer situaciones que afectan a la población como mortalidad infantil, mortalidad materna, causas de muerte, fecundidad, entre otros.

  8. ORGANIZACION DEL SISTEMA A NIVEL NACIONAL • NIVEL CENTRAL: Órgano Consultivo y asesor, orienta, regula y coordina el sistema de Registro Civil y Estadísticas Vitales. A partir de 2012 se crea el Comité Técnico de la Comisión Intersectorial de la Gestión de las EEVV. • NIVEL DEPARTAMENTAL: Comités Departamentales responsables del Área Operativa y Técnica. • NIVEL LOCAL: Comités Locales de EEVV, responsables de velar por el funcionamiento articulado del Sistema de Registro Civil de EEVV
