  3. Strengths • I. National Strategy and National M&E Plan • There are well-developed national strategy and national M&E plan of Malaria in place. • 2. The national M&E plan is directly linked to National strategy. • II. Goals and Objectives of the Program/ Project • 3. The goals and objectives of the program are clear and in compliance with national strategy/ plan • III. Monitoring and Evaluation Indicators in the Program/ Project • 4. program indicators and targets are clearly identified with regular data updates and clear guidelines on frequency of data collection and data sources. • 5. program indicators are measurable and reflect the trend of the disease and behaviour change as impact indicators that can be measured over project period. • 6. The data collected can be disaggregated by various necessary categories; e.g., age group, sex, project catchments area, race, occupation and etc. when needed • 7. The project data is easily accessible for responsible personals in national, provincial, district levels.

  4. Weaknesses III. Monitoring and Evaluation Indicators in the Program III.2. Data Sources • There is no budgeted M&E plan in place for specific population group i.e., undocumented migrants at national level. • There is no specific M&E program for guidelines/procedures on service delivery quality. 3. The data collected by BOE and BVBD are using different methodologies which leads to results inconsistency between reports.
