LFS Education and Training Review • Programme of work targeted at ensuring the Education and Training section of the LFS continues to produce fit for purpose of data • Run jointly by BIS and ONS • Two main areas of work • Review of the questionnaire section – checking effectiveness and efficiency • Investigating quality of attainment data outputs

Review of the E&T questionnaire section • Ensure the right education and training data are being captured • Consider relevance and usage of data • Ensure the instrument is effective in capturing the data, i.e. improve accuracy and reduce burden • Understand how respondents experience this part of the questionnaire • Identify improvements for areas that are confusing / difficult for respondents • Identify any ways to shorten the questionnaire • Aim to implement improvements in 2011

Delivering questionnaire change in 2011 Nov 2009 Workshop with LFS stakeholder and users to confirm data requirements Jan 2010 - Testing of further proposals for change March 2010 March 2010 ONS LFS Steering Group approval of proposed changes April 2010 - ONS annual cognitive testing and dress rehearsal cycle Sept 2010 Oct 2010 ONS LFS steering group sign off of final instrument Jan 2011 Changes go live

Completed questionnaire work • NatCen research on capture of ‘qualifications currently held’ information • Identified revised introduction to the qualifications section - longer preamble – introduced in Q4 2009 • Recommended a major change to running order for 2011, using chronological ordering to this part of questionnaire • November workshop with Education and Training data users – this identified: • some questions not being used – look to remove these • possible changes to structure of questions on recent training/learning • further testing requirements, including for QCF changes • implementation planning requirements

Statistical research into measuring attainment with the LFS • Discussion paper published in July considering evidence from different sources on attainment • Parallel work on matching of LFS data to administrative data indicated some mis-reporting in LFS • Identified need to understand whole range of possible sources of bias • So BIS and ONS commissioned statistical research • to understand the strengths and weaknesses of the existing method of measuring attainment using the LFS

Statistical research into measuring attainment with the LFS • Project being carried out by RM Data Solutions (Forvus) • Interim report published in October sets out some potential biases – available at: http://www.thedataservice.org.uk/statistics/sfroct09/sfr_october_2009_labour_force_tables.htm • Phase 2 of research under way, with final report in February covering full findings, including • Final view on sources of bias • Any recommendations for improvements that can be made to the attainment series. • Any improvements being identified would be introduced from March or as soon as practical
