Tobacco Control on the Move Making History in Pennsylvania • Program goals support Healthy People 2010 Objectives: • Change community norms through state-advised, community-driven systems that create environments where it is uncommon to see, use, and be negatively impacted by tobacco smoke products and tobacco smoke pollution • Reduce consumption of tobacco products in Pennsylvania youth and adults to less than 12% by 2010

  5. Tobacco Control on the Move Making History in Pennsylvania • 24.5% adults regularly smoke cigarettes • 31% of African American adults smoke • 24% of White (non-Hispanic) smoke • 34% adults aged 18-29 are smokers • 9% adults aged 65+ are smokers Source: Pennsylvania’s 2001 BRFSS

Tobacco Control on the Move Making History in Pennsylvania • 36% public high school seniors currently smoke cigarettes • 27% public high school students (grades 9-12) currently smoke • 6.9% high school students use smokeless tobacco • 12.9% high school students in the North Central health district use smokeless tobacco Source: Pennsylvania’s Youth Tobacco Survey 2001

  7. Tobacco Control on the Move Making History in Pennsylvania • First Advisory Committee meeting held October, 2001 • Released RFP utilizing 9 components of CDC’s Best Practices November, 2001 • Technical assistance conferences to support primary contractors began March, 2001

Tobacco Control on the Move Making History in Pennsylvania • Identified 51 lead agencies (primary contractors) to provide service to PA’s 67 counties through competitive bid process • 48 of 51 primary contractors under contract by May, 2001 • Developed, tested and launched web-based management and information reporting system June, 2001

Tobacco Control on the Move Making History in Pennsylvania • RWJ Smokeless State Grant awarded 2001 to ACS, AHA, ALA to build statewide coalition for policy and advocacy – PACT (PA Alliance to Control Tobacco) • Excise tax increased 69 cents ($1.00 total) July 2002 • Act 112 of 2002 enacted August 2002 – amended youth access to tobacco law • Synar Survey of 2002 reported non-compliance rate of 14.5% (Survey 2001 – 27.9%)

Tobacco Control on the Move Making History in Pennsylvania • 2002-2003 budget provided support to Chronic Disease Programs • Heart Disease and Stroke - defining cardiovascular burden of disease and creating a statewide strategic plan • Diabetes – outreach to Latino communities to promote PA’s Free Quitline 1.877.724.1090 • Oral Health – training of PA dentists to conduct oral screenings and promote PA’s Free Quitline in FQHC’s (primary population African American males)

Tobacco Control on the Move Making History in Pennsylvania Moving Forward • First annual report due November 30, 2002 • First year focus on building foundation and laying groundwork for program implementation • PA is now positioned to reduce the burden of chronic disease, close the gap on disparate populations, and improve the health of all Pennsylvanians through continued promotion of healthy lifestyles free from tobacco
