Where guidance/advice is required, consult your Local Child Trafficking Lead or NSPCC Child Trafficking Advice Information Line Concern a child may be trafficked – refer to Safeguarding Trafficked Children guidance Concern a child may be trafficked, and has been harmed or is at immediate risk of harm (Risk Assessment Matrix) Where guidance is needed, consult local Child Trafficking Lead Complete Risk Assessment Matrix Immediate referral to Children Social Care or Police with a completed Risk Assessment Matrix Trafficking concerns remain – referral to Children Social Care with completed Risk Assessment Matrix Children Social Care Initial Assessment No indicators of child trafficking Sufficient indicators of child trafficking Flowchart – Safeguarding Responses Where A Child May Be Trafficked OUTCOME: NFA or referral to CAF Children Social Care undertake: *S47 (where appropriate) * Trafficking assessment * Core assessment OUTCOME: Child likely to have been trafficked – referral to UKHTC OUTCOME: Child unlikely to be trafficked Children Social Care progresses care planning in accordance with assessed needs/risks of child London Safeguarding Children Board - Safeguarding Trafficked Children Toolkit 2009 available online

  2. UKHTC receives referral from Children Social Care or other authorised referrers. Consideration of referral Contact key agencies for information during consideration process. If asylum claim made, UKHTC will liaise with UK Border Agency. Where appropriate, asylum will be considered in parallel Flowchart – National Referral Mechanism – Referrals to UK Human Trafficking Centre Reasonable Grounds Decision NO No appeal mechanism. Decision letter sent to referrer YES Two way information flow between UKHTC and Children Social Care 45 Day recovery and reflection period Conclusive Decision NO No appeal mechanism. Where relevant, immigration process continues YES Residence Permit (dependent on best interests, cooperation with police) No residence permit Relevant immigration process continues or Assisted Voluntary Return if in best interests.
