Disaster risk reduction and climate change adaptation in the One Plan III (2012-2016) Focus Area 1: Inclusive, Equitable and Sustainable Growth Outcome 1.3 By 2016, key national and sub-national agencies, in partnership with the private sector and communities, have established and monitor multi-sectoral strategies, mechanisms and resources to support implementation of relevant multilateral agreements and effectively address climate change adaptation, mitigation and disaster risk management Output 1.3.2 Resilience of at-risk and vulnerable groups* to natural hazards is enhanced, and nationally relevant aspects of international agreements on disaster risk management are implemented * including the disadvantaged women, children, elderly, disabled, migrants, ethnic minorities

Disaster risk reduction and climate change adaptation in the One Plan III (2012-2016) Draft key actions, UN agencies and partners • Support capacity building for the implementation of the Government’s Decision 1002 on CBDRM (Community Based Disaster Risk Management), at national and sub-national level in both rural and urban contexts, especially amongst Government and Mass Organization cadres* • UNDP, UNWOMEN, UNV, UNICEF, IOM, UNHABITAT, UNEP • MARD, MPI, MoNRE, MoH, MoLISA, Professional, Socio Political Mass Organizations (notably the VWU and Viet Nam Red Cross Society, provinces and municipalities, INGOs, universities, sub national Governments *including participatory disaster risk assessment, monitoring and evaluation at local level to address the specific needs and rights of vulnerable groups

Disaster risk reduction and climate change adaptation in the One Plan III (2012-2016) • Support the implementation of other aspects of the Hyogo Framework for Action, including the establishment and development of a National Platform for disaster risk reduction and climate change adaptation, strengthening early warning and knowledge generation including risk mapping taking into account cultural factors and acknowledging indigenous knowledge • UNDP, FAO UN WOMEN, UNICEF, UNESCO, WHO • VWU, MoLISA, MARD, MoH, MoET, MPI, MoNRE

Disaster risk reduction and climate change adaptation in the One Plan III (2012-2016) • Strengthen disaster risk management capacity in the agricultural sector which involves the development of drought, nutrient efficient and flood resistant crop varieties, livestock disease and the development of a series of tools in preparedness is being developed with the Government and includes hazard mapping • FAO, UNDP • MARD • Facilitate duty bearers to undertake appropriate applied research and formulate good practice derived from lessons learnt in CBDRM for further policy development • UNDP, UN WOMEN • MARD, Professional, Socio Political Mass Organizations and INGOS • Maintain and mobilise capacity to respond to medium and large scale disasters, coordinating and sharing information on the emergency response and early recovery, in support of the Government • UNDP, UNWOMEN, UNICEF • MARD, MPI, MoF, MoH, MoC, Professional, Socio Political Mass Organizations
