"One of the biggest challenges for people when they’re faced with a public policy issue is defining what the issue is from the perspective of people in government. “ (and the private sector) • Understand the policy and political issues/liabilities. • Articulate why it’s the right thing to do, why it’s important and stakeholder support.

  5. Guidelines • Identify the key decisionmaker • Legislator • Staff member • Public Relations Official • Preparation & Planning • Concise Program Goals & Deliverables • Program overview • Benefits • Handouts • Anticipate questions • Focused talking points

Inform & get approval from institutional legislative affairs official. • Know the protocol. • Establish good staff interactions. • Acknowledge previous support and involvement; give credit and provide opportunities for publicity and positive exposure. • Build long term relationships; don’t contact only when you want something! • Establish credibility; provide supporting data. • Be a good listener. • Use testimonials from constituents, success stories; provide “coalition support” from private sector, public entities etc – broad support important.
