Our purpose in forming “the Asheville Tea Party, Incorporated” (ATP) is to provide an organizational foundation for the execution of projects that advance our core values, those being specifically: the promotion and preservation of individual rights, Constitutionally-limited government, fiscal responsibility, and free markets. Our purpose in forming the Asheville Tea PAC (ATPAC) is tolegally enable our support and promotion of those candidates for political office who best advance our core values of Asheville Tea Party.

ATPAC has partnered with iCaucus because their principles and mission align with ours: • iCaucus mission is to increase the effectiveness of the US voters in utilizing their • proper Constitutional role in the management of their own government; first through • comprehensive education and secondly through participation in the candidate • identification and election process to ensure principled representation based upon • Fiscal Responsibility through adherence to the Constitution Limitations of the • Government. iC Principles: • Limited government . Fiscal responsibility • Adherence to constitutional limitation of government • Representation of the people to Washington; not Washington to the people • Goals: • Bring govt control and accountability back to the people • Remove the influence and control of ‘Big Money and Special Interest Groups by • holding our representatives accountable to their promises and principles

ATPAC has partnered with iCaucus because their principles and mission align with ours: • iCaucus Method to Accomplish this Goal: • Find, vet, endorse and then help elect principled candidates (Vetting Teams) • Teach our delegates a proven method to achieve grassroots electoral success • (Sentinel Program) (Oppositional Research) • Educate, Educate, Educate! (Education Departments)

ATPAC will absolutely continue to use Independence Caucus – a Citizen Job Interview … continued … We are done with country club Republicans bought and paid for by the RNC, NRCC, the DNC, special interests groups and individuals who buy favors. The IC process is a Citizen Led job Interview whose goal is the triumph of integrity over big money. We will proudly limit ourselves to those individuals who will stand by what they commit to on paper and say in the IC interview and yes, we will hold them accountable after they are elected. (IC Sentinel Program) Candidates to not have to step up . That’s perfectly fine. It is their choice. It is not ours. However, they make it perfectly clear that they do not want to participate and they obviously do not want our help. We will support candidates who walk unafraid of their words and their commitments to us to defend and champion our principles: individual rights, limited government, fiscal responsibility and free markets.

ATPAC will absolutely continue to use Independence Caucus – a Citizen Job Interview … The Tea Party movement wants representatives who will stand up to what they committed to before the election. We insist on accountability. Many politicians do not want to be pinned down because ‘something’ may be used against them. As candidates or public servants, they are obligated to defend their positions. It’s a brutal sport. No one can stop opponents from trying to diminish or marginalize. Representatives work for the people. Not the other way around. They owe We The People their explanations and justifications. We may not accept them, but it’s a show of good faith and the beginning of a discussion. We will absolutely continue to use Independence Caucus – a Citizen Job Interview - made possible by iCaucus that is dedicated to bringing the People back into the election process. iCaucus as ATPAC, is dedicated to finding those candidates who will be accountable to We The People and to the defeat of special interest groups that fund the perpetual re-election of Congressional incumbents from both parties who have stopped listening to us!

  7. 11/16/11 Tea Time Announcement: From IC Nation: Period for vetting NC 11 Congressional Candidates ended 10/28: You will be sent an email through our newsletter with directions to register on the IC site so you may view the interview. (Conference Period) Please act upon it when you get it. You have one week (see date on the directions and email) to view the interview. * After a week, the Conference Period ends and you will be notified of the Voting Period. There is a 4 day voting period. iCaucus Affiliate Groups will also be notified and will be Conferencing and Voting when you do. No emails are harvested. You may sign up to iCaucuswhen you register, but that is your choice.

The iCaucus Mission To increase the effectiveness of voters, by exercising our proper Constitutional role in the management of our government: Through comprehensive education Through participation in the candidate identification and election process Our process insures the selection of principled representation based upon adherence to Fiscally Responsible legislation and the Constitutional Limitations of the Government.

  10. How Does iCaucus Work? iCaucus is a Citizen led process of taking back our elections at all levels. We do this in the following ways: Take the special interest money out of the election process. Empower citizens to vet and endorse candidates as the media and Political Party’s have failed us. Work to get the endorsed candidates elected to office. Hold our elected officials accountable in the performance of their duties.

  11. iCaucus VettingCitizen Candidate Job Interview We have allowed the “party” to vet our elected officials for far too long and look what it’s produced. The iCaucus vetting process is a proven way to restore the proper role of citizens in the selection of their own representation. Candidates who go through the iCaucus citizen led vetting process are required to complete an actual “job application and interview” for the people of their district! Then the citizens decide which candidate is the most qualified for the job and unite to vote them into office. Plus, it finally provides a tangible basis to keep them accountable once they are in office!

  12. The Process A candidate is referred to iCaucus by either an Affiliate Group or an iCaucus member. The Candidate agrees to the process through a Candidate agreement/application. The Candidate completes a 50 question questionnaire, all questions are a Yes or No Commitment to Fiscal Responsibility and Adherence to the Constitutional Limitations of Government. Candidates must receive 70% or better to move forward. Candidate’s who are not incumbents, will then be required to undergo a background check. The Candidate will then begin the interview process which is accomplished by citizens from the district.

  13. The interview process is citizen led with a set of criteria which is recorded using our Conferencing system and uploaded to our website. Then we Caucus, that’s YOU… not just iCaucus members, but anyone in the district can register to be part of the District Caucus. The Caucus is where you get to discuss with others in the district information about a candidate in that race. You may also discuss the issues and additional questions may e posted for a response. The endorsement vote will follow the Caucus period. All participants and Affiliate Groups who are registered are able to vote. 70% -single candidate & 60% -multiple candidate is endorsed.

  14. Getting Them Elected Once a candidate has been endorsed by iCaucus, all members and Affiliate Groups will work in their district to ensure the candidate wins the election. Here are the steps: Hold “cottage” type meetings for neighbors, family, and friends to educate them on the issues and about the candidate. Use social media to get information out. Precinct walking Phone banking Participate in the election process on election day.

  15. AccountabilityThe iCaucus Citizen Sentinel Every Representative is ranked based on their voting record. The Sentinel Team researches each bill that comes to the floor with these three criteria: Budget – Does the Bill expand or reduce the Budget? Policy – Does the Bill expand or reduce the size and scope of the Government? Constitution – Does the Bill uphold or violate the limitations of the Constitution? If a bill falls under this criteria, the Representative is scored based on the roll call vote. All Stars – 85% or higher Benched – 50-69% Team Player – 70-84% Ejected – Less than 50%

  17. Affiliate Groups A group is an “Affiliate” when they agree with our principles and desire to influence the elections by agreeing to support a single iCaucus vetted/endorsed candidate. The required Affiliate Agreement must be signed and returned by an established leader of the organization. We DO NOT acquire their membership and/or email lists, nor do we ever ask for them!

  18. iCaucus Departments Communication Department Website Team - Website development and maintenance Media Team – iCaucus TV and media publications Virtual Campaign Team – using social media networks to get out iCaucus material Affiliate Group Liaisons – communication with these groups Education and Training Department Political Action Teams – local group meetings to educate communities and train members for campaigns Education Team - provides all opposition research and public education materials iCaucus Sentinel Department Monitors and communicates with Representatives at the US Senate, US Congress, & State levels Vetting Department Federal Candidate Vetting Teams & State Candidate Vetting Teams in each state (please see handout for more information on departments)

  19. Now You Know, It’s Time To Get Involved Start by going to the iCaucus Website Address: www.icaucus.org Either sign up as a member or contact us for an Affiliate Group agreement. The person giving this presentation also has the Affiliate Group Agreement that will then be forwarded to the National Affiliate Group Leader.
