  8. WVBE Policy 5202Update • Policy 5202 is currently out on comment until May 16, 2016. Please submit comments via http://wvde.state.wv.us/policies.

  9. Renewal/Permanent Certificates • When an applicant is applying for a permanent certificate and currently only have a three-year certificate, they must meet one of the first six options under Part 2 of Form 4 in addition to Option 7 or 8 under Part 2. • If an applicant is applying for a permanent certificate based upon renewal of two five-year certificates and no Master’s Degree, they must submit six hours of coursework with the application for permanent. • Official seal bearing transcripts must be submitted. We cannot accept certificates of completion.

  10. Form 8C • Reading Specialist, Reading Endorsement, and Autism cannot be added via the PRAXIS Exam. The educator must complete the required program at an accredited college/university in addition to taking the PRAXIS Exam. • **Pending WVBE approval, Administrative and Agricultural Education endorsements will be excluded.

  11. Background/Fingerprints • Only State (not FBI) background checks completed for individuals with a pending application for initial certification may be shared with the county if within 90 days • Applicants other than those indicated above do not qualify to have a federal background check through L1/MorphoTrust for licensure • As per State Police and federal regulations, backgrounds received by OEEL where the applicant is not applying for initiallicensure/permit/authorization may not be released from our office • If a background is conducted for county purposes or for service personnel, applicants must indicate the county as the recipient and only pay $32.50 when registering

  12. Background/Fingerprints • Background checks conducted erroneously must be completed again and will require additional payment • Service personnel (excluding bus drivers) background checks cannot be shared with counties

Disclosures • All applicants who disclose or for whom results indicate arrests or offenses need to submit the following: • Narrative – written by the applicant and details his/her conduct which led to the licensure/personnel/criminal action • Personnel Documentation – if disclosing a personnel related matter • Court Documentation – documentation that is provided by the appropriate magistrate/circuit/district/federal court All incidents must be disclosed regardless of age, outcome, or expungement.

Alternative Certification (AC) in West Virginia • Requires a WVBE-approved AC Program of Study that includes an eligible partnership between a school district and any of the following: RESA, institution of higher education (IHE), the WVDE, or entity affiliated with an IHE with an accredited WVBE-approved educator preparation program • Is guided by WVBE Policy 5901 and WV State Code which details the program of study approval process and required candidate criteria • Prior to being hired, the position for which the AC candidate is seeking must have been posted twice (or for a 10-day period) and no one certified in the posted content has applied

Eligibility Requirements for AC Candidates • Hold a minimum of a bachelor’s degree from an accredited institution of higher education (IHE) and present college/university transcripts with a 2.5 GPA or higher • Prior to being hired, all candidates must submit passing scores on the Praxis CORE (#5751) or qualifying documentation for exemption • Meet general requirements of WVBE Policy 5202: • 18 years of age • US citizen • Good moral character • Physically, mentally and emotionally qualified • Clear background check

AC Candidate Qualifications(after general eligibility has been determined) • Candidate must receive formal offer of employment in the critical area in which an endorsement is sought (i.e. mathematics, special education multi-categorical) • General education teacher candidates must hold relevant academic or occupational qualifications (academic major, etc.) • Prior to being hired, general education teacher candidates must submit passing scores on the Praxis II for content knowledge. (Special education (SE) candidates will study SE content in their program of study and present passing Praxis scores for SE content at the end of their program of study)

  18. Teacher–in-Residence (TIR) • Serves in a position of the same content endorsement that the applicant is completing and where no fully certified teacher has applied for the position • Requires a WVBE-approved TIR Program that is a partnership agreement between a school district and an educator preparation provider (EPP) within an institution of higher education • Eligible TIRs have completed all required coursework and will complete the clinical experience as a TIR. TIRs will receive a stipend, and serve as the teacher of record (without another teacher in the classroom). Districts and EPPs must provide extensive support and mentoring to the TIR.

  21. Paraprofessionals • In order to apply, the applicant must be hired by the county. Applicants are not required to be hired in the capacity of a paraprofessional to apply. • Requirements met by the following methods: • Official seal-bearing transcripts • WVDE e-Learning completion certificates • ACDS certificate issued by the United States Department of Labor issued after the fall of 2002.

Advanced SalaryUndergraduate Level Hours and Limitation • Up to 15undergraduate level or post-baccalaureate level (non-graduate level) hours in public education or in an endorsement area held on the certification may be used for advanced salary if completed after the WV professionalcertification effective date. • Only highest degree level can be recognized on a permit or authorization except: • First Class Permits for an endorsement area requiring a master’s degree for program completion (BA15 only); or the professional equivalent certificates as defined in WVBE Policy 5202, section 126-136-4.57.

  25. Tuition Reimbursement • Coursework must be completed during the same fiscal year (July 1 through June 30) in which the Form 36 tuition reimbursement application is received by the WVDE - OEEL. • After the out-of-funds status occurs each fiscal year, the applicant may request funding through the county funds or through the county’s Title I, Title II or Title III federal program funds.
