    3. 3 Municipal overview Located in Limpopo province, within north-eastern quadrant of the province. Bordered in the east by Mozambique, In the north by Zimbabwe and Vhembe District municipality, In the south, by Mpumalanga province through Ehlanzeni District municipality, In the west by Capricorn and Vhembe DM And in the south-west, by Greater Sekhukhune District municipality.

    4. 4 Municipal overview cont.’ Island with natural wilderness; Home to the ‘Big Five’; Food basket of the country; Home to the ‘Rain Queen’; The District has been named Mopani because of the abundance of the nutritional Mopani worms.

    8. Historical background on district relations Since the year 2000, the district relations were characterised by the following: Individualistic approach, Only concerned with own area of operation; Poor understanding of service delivery challenges; Poor integration and coordination; Turf protection; Spirit of unguided competition and; A very poor communication system

    9. 9 Historical background on district relations cont’. From 2003, the following initiatives were introduced: Municipal Managers Forum, Mayors Forum; Speakers Forum and; Communicators Forum These structures assisted to improve the relations but it was not enough; Meetings were not convened regularly; No guidelines developed and; That there were some reluctance from members.

    10. 10 District IGR Framework In 2005, the functioning of the IGR structures improved; District IGR Framework was then developed in 2006; Approved by the District IGR; Assisted in guiding stakeholders relations; Gave more meaning to the operations of the structures; Offered district a good platform for engagement and; It complies with the IGR Framework Act and the Constitutional provisions on cooperative governance.

    11. 11 Structures of the IGR District Technical Committees: Governance and administration – all CFO’s and Corporate Service Directors/Managers from the local municipalities; Economic Committee – all Directors/Managers in Planning/Strategy for the local municipalities and sector departments plus parastatals within the district and; Social and infrastructure – all Directors/Managers in Technical and Community/Public Service plus all sector departments.

    12. 12 Structures of the IGR cont.’ The main functions of the District Technical Committees are as follows: Compile and update all reports Identify and recommend items that require district wide attention Implementation and reporting on all the P-IGF and District –IGF. District Managers Forum – all Municipal Managers and District Managers for sector departments and parastatals; Serves as a technical committee for the political structure

    13. 13 Structures of the IGR cont.’ District Mayors Forum: All local Mayors; Traditional Leaders sitting at the district Council; House of Traditional Leaders; All Executive Committee members from the local municipalities; Members of the technical committees and Mayoral Committee members. Speakers Forum – all local Speakers

    14. 14 Meetings of the IGR structures Both the District Technical Committees and the District Managers Forum meets monthly; The meetings of the Technical Committees are chaired by the Directors at District Municipality; The District Managers Forum is chaired by the District Municipal Manager; District IGR is chaired by the Executive Mayor The meetings are convened bi-monthly; The Speakers Forum is chaired by the District Speaker The meetings are convened bi-monthly. A district annual calendar has been developed.

    15. 15 Achievements An improved communication within the district area; All municipalities and sector departments are able to engage constructively in meetings; Coordination of programmes and campaigns has improved; Challenges of service delivery have been embraced by everyone; The silo mentality has been reduced; The spirit of competition is positive; Municipalities are able to assist one another and; That tension within the district has been minimised.

    16. 16 Challenges Inadequate resources; Clashes of programmes with either Provincial and/or National programmes; Consistency in meeting attendance at the technical level; Annual programme not fully adhered to; Full participation of parastatals and; Very slow decision making process within the sector departments;

    17. 17 Conclusion Tony Manning in his book entitled, Making sense of strategy says: “ Life is what you make it. The future is a matter of choice, not chance. You may face exceptional challenges, but it’s how you think and act that matters.” “If you don’t make a difference, you don’t matter!”, writes Tony Manning. “ If you do not want your dreams to come true, it’s easy. Just oversleep.”
