Webinar Assumption • The following presentation is for those applicants that used the State CALNET 2 contract last year. • The guidance provided is based upon this assumption • If you have never used CALNET2 in the past, then continue using your existing process. But, check in with us next fall. The role of CA Dept of Ed and State Library General Information about E-rate • CDE/K-12 HSN & State Library: • Have no statutory authority to administer the federal E-rate program • May only offer general information about the E-rate program including: training and outreach, reference materials, and other publicly available SLD/USAC resources • The following information is provided to assist applicants with their applications. It is remains each applicant’s responsibility to ensure FCC/USAC, State, and local agency rules and practices are followed. All liability and risk rests upon each applicant for E-rate approval.

  5. CALNET 2 (Background)

  6. CALNET 2 – Is your School or Library currently on CALNET 2 contract? Did you reference CALNET 2 as your contract on any of your current year Forms 471? Did you enter 1/29/2014 as your contract expiration date on any of your current Year Forms 471? Did you cite Form 470 # 267290000544188 as your originating Form 470 on any of your current year Forms 471? Does your AT&T/Verizon bill display “CALNET 2” on any of your bills? If you answer yes to any of the above, you are most certainly on CALNET 2 for some or all of your services. Even if you don’t answer yes to all of the above, you may still be receiving services via the CALNET 2 contract.

CALNET 2 – If your School or Library is currently on CALNET 2 contract, then: Follow CDE guidance provided via email dated 9/18/2012, excerpted here: “….two possible strategies to consider: …Each district and library posts its own Form 470 and conducts a competitive bidding process compliant with state and federal rules…. OR, Use the state Form 470 that will be posted and follow the guidelines set forth by USAC for a State Replacement Contract…”

Potential CALNET 2 Example #1: First one is very straightforward and all the “clues” are in place*: “ABC” SCH DIST, Form 471 #XXX, Block 5(s) cites State Form 470 # 267290000544188, customer cites CALNET 2 in the contract # and the applicant cites contract expiration date as 1/29/2014. All the indicators are for this applicant that they are on CALNET 2 contract just by what was entered on the current Year Form 471. *UNLESS… THE CURRENT YR Form 471, Block 5 was submitted incorrectly.

  9. Potential CALNET 2 Example #2: “CDE” SCH DIST, Form 471 #XXX, Block 5, shows 1/29/2014 as the contract expiration date, but there’s no specific reference to it being for CALNET 2. Also, this applicant did not reference the State Form 470; they referenced their own Form 470. More than likely this applicant is on CALNET 2 contract, just by what was entered in the Block 5 as the Contract Expiration Date

Potential CALNET 2 Example #3: “FGH” UNIFIED SCHOOL DIST, Form 471 # XXX, cites their own Form 470 (not the State), they cite CALNET 2 as their contract in Question #15B, but they indicate that their contract expires 09/29/2014. Somewhat likely this applicant is on CALNET 2 contract, since CALNET 2 was entered in the contract # in Question #15B.

CALNET 2 expires January 29, 2014 CALNET 2 Expiration • Expiration falls mid-way through E-rate Funding Year 2013 • No extensions will occur • Applicants need to plan for services from January 30, 2014 – June 30, 2014 (at a minimum) • MSAs 1 and 2 AT&T services (landline services and long distance) • MSAs 3 and 4 Verizon services (VoIP)

CALNET 3 will not be awarded before close of E-rate Form 471 application window CALNET 3 Status • California Office of Technology Services (OTech) posted a State Form 470 prior to close of window, but contract(s) will be awarded AFTER the close of the Yr 2013/14 E-rate Form 471 filing deadline. • Applicants who have filed funding requests under CALNET 2 may continue do so for FY 2013 for the time frame of July 1, 2013 to January 29, 2014 ONLY • Reference State Form 470 for CALNET 2 (for appropriate services discussed later) OR • Reference own Form 470 for CALNET 2

Filing for Services AFTER January 29, 2014 CALNET 3 Status • As noted on previous slide, California Office of Technology Services (OTech) posted a State Form 470, but contract(s) will be awarded AFTER the close of the Yr 2013/14 E-rate Form 471 filing deadline. • Applicants may use two strategies addressing services starting after January 29, 2014: • Option 1: Use State Master Contract Replacement SPIN as a placeholder and reference newly posted State Form 470 • Option 2: Conduct your own Form 470/bidding processes • Note that Option 2 may be REQUIRED for certain types of services (Not All Telecomm Services were on the current state Form 470)

Applicants may use SMC SPIN for period between January 30 – June 30, 2014 Option 1: CALNET 3 State Master Contract Replacement (“SMC”) • Applicant will file at least two funding requests on Form 471 in FY 2013 (perhaps more) • Applicant will file one or more funding requests under CALNET 2 from July 1, 2013 through January 29, 2014 • Review contracts/MSAs to determine number of FRNs • Applicant will file a placeholder funding request on Form 471 to cover January 30 – June 30, 2014, referencing State Form 470 335470001069064 • SMC SPIN 143999999 will be referenced for this period • Each CALNET 2 FRN will be replaced by a CALNET 3 FRN on a one-to-one basis

Rules for using SMC SPIN Option 1: CALNET 3 State Master Contract Replacement (“SMC”) • Applicant must have been receiving services from CALNET 2 http://www.usac.org/sl/applicants/step03/state-replacement-contracts.aspx “Conditions That Apply to Both Scenarios” • Services on SMC funding request MUST be covered by the new CALNET 3 State Form 470 AND old CALNET 2 State Form 470 • See grid of services later in presentation for services • Both the funding requests for CALNET 2 and the SMC MUST be filed on the same Form 471 • SMC SPIN 143999999 only available 1 week before window closes • Applicant MUST accept services from the awarded service provider(s) under CALNET 3 • Rates on SMC FRN cannot exceed CALNET 2 rates • BEST PRACTICE is to file separate Form 471 for CALNET 2/3

After Award of CALNET 3 Option 1: CALNET 3 State Master Contract Replacement (“SMC”) • Depending on number of service provider(s) awarded under CALNET 3 for each type of service, a mini bid may be required • One service provider = One contract signed and SMC SPIN changed to awarded service provider SPIN during PIA or via RAL • Multiple service providers = a mini bid would be required, compliant with FCC rules. SMC SPIN changed to awarded service provider SPIN during PIA or via RAL • More guidance will become available upon the award of CALNET 3

Applicants must file Form 470 for services January 30, 2014 – June 30, 2014 Option 2: Applicant Conducts its Own Form 470/Bidding Process • Applicant will file at least two funding requests on Form 471 in FY 2013 • Applicant will file a funding request under CALNET 2 from July 1, 2013 through January 29, 2014 • Applicant posts its own Form 470 and conducts a competitive bidding process compliant with state and federal rules for Telecommunications Services and Internet Access for services between January and June 2014 (at a minimum) • Second funding request will be based upon awarded service provider resulting from the state’s competitive bidding process

  20. Important Deadlines • If you are on CALNET 2 now (& most public sector CA Education/Library applicants are), then YOU MUST DECIDE for upcoming funding year what you will do for all YOUR services on CALNET 2 contract • Option 1…OR Option 2 • BY NO LATER THAN: • ASAP! • LAST DAY TO POST Form 470 (February 14, 2013)  • Otherwise, you will not be eligible to receive E-rate for 5 months of upcoming YR 2013/2014 • Form 471 application deadline is 8:59 PM March 14, 2013

Grid Information Clarification Grid Information • Please note that all grid information uses the most recent details available at the time of this presentation, Jan. 23, 2013. • The State may post an additional form 470 that could add to the available services on the state master contract for E-rate purposes. However, this will be done outside the window, and will not be available for the current E-rate window.

  24. *Note that some Frame Relay services fall under SPIN 143035645; and some Internet services fall under SPIN 143001192. Ask your AT&T representative for further guidance and AT&T SPIN.

Example #2 Using SMC and Own Form 470 As in Example #1 applicant references the CALNET 2 Form 470 for local and long distance Applicant typically files two funding requests – one for local phone services under CALNET 2 MSA 1 and one for long distance phone services under CALNET 2 MSA 2 Applicant wishes to use SMC for these services after 01/30/2014 through 06/30/2014 Applicant also has Internet access under CALNET 2. However, Internet Access was not listed on the State Form 470 either for CALNET 2 OR CALNET 3 Prior to FY 2013, applicant referenced its own Form 470 and plans on filing a NEW Form 470 for services starting 01/30/2014

Example #2 Using SMC and Own Form 470 Applicant files six (6) funding requests on FY 2013 Form 471: Local Services MSA 1 under CALNET 2 and State Form 470 267290000544188 for 07/01/2013 through 01/29/2014 Local Services SMC under CALNET 3 and State Form 470 335470001069064 for 01/30/2014 through 06/30/2014 Long Distance MSA 2 under CALNET 2 and State Form 470 267290000544188 for 07/01/2013 through 01/29/2014 Long Distance SMC under CALNET 3 and State Form 470 335470001069064 for 01/30/2014 through 06/30/2014 Internet Access under CALNET 2 and APPLICANT’s own Form 470 from previous years (when original contract was awarded) for 07/01/2013 through 01/29/2014 Internet Access under APPLICANT’s NEW Form 470 resulting in a NEW contract for 01/30/2014 through 06/30/2014 (at a minimum)

Example #3 Using Own Form 470 Applicant files six (6) – or more - funding requests on FY 2013 Form 471: Local Services MSA 1 under CALNET 2 and State Form 470 267290000544188 for 07/01/2013 through 01/29/2014 Local Services under APPLICANT’s NEW Form 470 resulting in a NEW contract for 01/30/2014 through 06/30/2014 (at a minimum) Long Distance MSA 2 under CALNET 2 and State Form 470 267290000544188 for 07/01/2013 through 01/29/2014 Long Distance under APPLICANT’s NEW Form 470 resulting in a NEW contract for 01/30/2014 through 06/30/2014 (at a minimum) Internet Access under CALNET 2 and APPLICANT’s own Form 470 from previous years (when original contract was awarded) for 07/01/2013 through 01/29/2014 Internet Access under APPLICANT’s NEW Form 470 resulting in a NEW contract for 01/30/2014 through 06/30/2014 (at a minimum)
