Roles and Relationships Committee is tasked with providing input on key questions that pertain to the implementation & sustainability of the Exchange (non-voting body that does not make recommendations to the Exchange Board) Committee members will review data from consultants and policy options provided by State Agency staff Committee members will be asked to provide experiential support in response to the consultant data and policy options State Agency staff will incorporate Advisory Committee feedback into final policy decisions for the Exchange

Navigator Committee Scope of Work • Navigator Regulations Review • Navigator Contractor / Operational Models • How should the Exchange contract with Navigator entities to balance the needs of Marylanders and the Exchange? • How should Navigators work with LHDs and DSSs? • Navigator Roles & Responsibilities • Review of last year’s discussions during advisory committees • What roles should Navigators perform during non-enrollment periods? • Reaching Culturally Diverse Populations • How can Maryland ensure it is reaching culturally diverse and difficult to reach populations? • Navigator Training • What elements should be included in Navigator training to ensure: • All coverage options are presented equally • Culturally diverse populations are reached and communicated to appropriately • Continued education is received • Tax credit calculations and implications are clearly understood • Individuals are not harmed
