Objectives • Explain what Community Economic Development (CED) is and how it differs from other approaches to economic and community development • Discuss the objectives, key issues and necessity for Community Economic Development • Determine the importance and the effect of CED on Community Futures • Examine an organization’s role in CED

  3. What is Community Economic Development? Community Economic Development is a process by which members of a community come together out of a common interest, concern for, and desire to develop their community Community Economic Development fosters the integration of economic, social, and environmental objectives

  5. Key Characteristics • Done through collective action in and by the community • More than economic in approach and aims (encompasses social, cultural, & environmental) • Means to an end – generates economic benefits to the community • Emphasizes community partnerships

  6. Key Characteristics continued • Accountability to community as stakeholder and authority • Self-reliance /entrepreneurial in approach • Based on a plan and planning process • Integrated / holistic – many perspectives • Long-term oriented – beyond short-term horizons

The Objectives of Community Economic Development • Diversify the local economy, reduce economic vulnerability and make the community more sustainable • Improve existing infrastructures • Replace declining business and industry sectors • Increase opportunities for youth employment, investment and the entrepreneurial environment • Build capacity for change within the community • Develop peoples’ and organizations’ capability to manage it

Key Strategies of Community Economic Development • Commitment to the role of volunteers • Sustainability and stewardship • Strategic planning • Entrepreneurial attitudes • Emphasize changing knowledge-based economy • Human resource development • Advanced communication strategies • Global outlook • Strategic alliances • and the list goes on …

  9. Principles of Community Economic Development • Develop community accountability • Develop community engagement • Build capacity or leadership within the organization and the community

How Does CED Differ? • Traditional Economic Development • Externally focused towards perceived outside opportunities • Emphasis on community promotion/lobbying of external groups for desired action • Highly reactive to outside opportunities as they arise • Community Economic Development • Internally focused towards perceived internal needs/potential • Emphasis on community power over economic decision-making and self-help action • More methodical to reach wide consensus on overall plan before implementation

Is Community Economic Development the Combination of Community Development and Economic Development? • The combination of the two disciplines increases the ability to deal with the issues that impact the well-being of the entire community • Community Futures aim at creating organizations that practice CED

  14. Community Futures: What Business Are We In? There are three broad dimensions to the work of a Community Futures: • Planning and organization of a development strategy • Constructing and maintaining an infrastructure to support functions established to be conducive to entrepreneurial and/ or business activity • Improving worker skills, income levels, and employment opportunities in the community

Four Functions of Community Futures’ Activities • Information - Gather and distribute relevant data on community region • Integration - Pull together key representatives and act as a sounding board / point of referral for subjects of interest • Planning - Planning, collaborating / decision-making on future development • Action - Carrying out key activities / projects in alignment with strategic plan

Two Main Roles of Community Futures The majority of Community Futures activities are performed in either a LEAD or SUPPORT role: • LEAD Role: More concerned with initiating action and taking responsibility for making decisions • SUPPORT Role: More concerned with generally supporting the actions and activities of other organizations

Community Futures help a community by: • Outlining the social and economic factors affecting the community • Developing plans and activities which will assist the community • Ensuring the ongoing appropriateness of plans and activities over time to meet local needs

  21. What is Planning? • There are two types of planning: • Strategic Planning – envisions the future and plans how to make that a reality. • Operational Planning – organizes the tasks to complete the goals of strategic planning.

  22. Benefits of Planning • Increasing awareness of issues that may affect the community • Establishing reference points against which results can be measured • Reducing “management by crisis” with “proactive management” • Providing a basis for continuity

  23. Realities of Planning • Planners must ensure that strategic planning and directional decisions are sound, thoughtfully developed and in the best interests of the organization and its communities

  25. Planning to Plan Pre-Planning entails: • Establishing a schedule and budget for planning and related activities • Completing an environmental scan • Conducting a competitors analysis • Directing a community needs analysis • Analyzing socio-economic trends in the community

  26. Strategic Planning Should Address Three Fundamental Questions: • Where are we NOW? • Situational Analysis • Where are we GOING? • Vision • How do we get THERE? • Mission, goals, objective, and strategies

  27. Vision Statement • A Vision Statement is a description of the future and what you want your community to look and be like • A Vision Statement should look at the social, economic, cultural, educational and political values and priorities of the community

  28. Mission Statement • A Mission Statement describes the roles and direction of the Community Futures and answers: • Who we are • What we do • For whom • How we do it

  30. Key Result Areas / Strategic Initiatives • Key Results Areas (KRAs) are activities which are identified as needed attention or management • Usually four or five that require attention for a coming year or two

  31. Goal Setting • Goals identify the strategic areas required to carry out the Community Futures’ mission and to achieve its vision • It may take up to three to five years to complete the long-range goals

  32. The Planning Team • An effective planning team should include the following individuals: • Key policy makers, decision-makers and staff • The Board of Directors, management and staff • Representatives from other committees.
