IMPORTANT ISSUES CAPACITY BUILDING • 114 Training Programmes were conducted by NIRD during the year 2010-11 (Extended upto 31/03/2012). 3990 RD and PRI functionaries were trained • 35 Training programmes for 1225 participants were sanctioned to SIRD, Assam for training PRI and RD functionaries, during the year 2009-10 • Only 18 Training programmes covering 745 participants were conducted. Latest Progress Report still awaited • Proposal to hold 120 Training Programmes to train 1050 functionaries in NIRD during the year 2012-13 • States /DRDAs may devise their own training programmes as per their local needs

On-line Management • On-line monitoring mechanism to upload Monthly Progress Report by DRDAs • AWAASSoft: • Launched Web-based local language MIS Programme-AWAASSoft on 16/07/2010 • To capture beneficiary-wise data • Accessible to stakeholders, beneficiaries and citizens at large • Empowerment of beneficiary - can check selection, fund transfer, status of complaint • Tool for management-Generate all reports, fund released, progress in construction of houses and tracks convergence of all benefits. • All States/UTs were imparted IAY-MIS training in 2010 in New Delhi. State Govts. were requested to conduct further training programmes for line dept., PRIs functionaries and DRDAs. • From 2012-13, second installment under IAY will be released based on the expenditure figures in AWAASSoft

Convergence of IAY More efforts to be made by States/UTs to converge IAY with other prevalent schemes/programmes • Total Sanitation Campaign Programme For providing Government funds for construction of Sanitary Latrines in IAY houses and creating awareness about need for sanitation & safe drinking water • Ministry of Power (RGGVY) for providing one free electricity connection to all IAY beneficiaries • Self-help Groups & NRLM For extending internal loans for eligible IAY beneficiaries for construction of houses & help members access loan for houses from financial institutions • Ministry of Health For covering IAY beneficiaries under insurance schemes meant for health / maternity / life benefits

Other Issues in Implementation of IAY • Creation of State Fund • Demand is much higher than can be met by the IAY budget • Unit assistance under IAY is limited & needs to be supplemented to construct a good quality house • Scope of IAY does not extend to development of planned & sustainable habitats • Saturation of eligible beneficiaries (SC/ST, Minorities, others) in many districts.

  7. Other Issues in Implementation of IAY • Many districts do not achieve disability (3%) and minority (15%) targets. • AP, Karnataka, Tamil Nadu, Gujarat and a few other States have taken up large scale coverage and Tamil Nadu, Gujarat, Kerala etc. have also supplemented unit assistance

  8. Relaxation of guidelines for IAP districts • Rs. 48,500 for 78 Left Wing Extremist districts. (From April, 2012 18 districts namely East Godavari, Karim Nagar, Srikakulam, Vishakhapatanam, Vizianagaram, Warangal in Andhra Pradesh State, Bhaabhua, Munger in Bihar, Giridih, Ranchi, Khunti in Jharkhand, Ganjam, Jaipur, Nayagarh in Orissa, Chandauli, Mirzapur in Uttar Pradesh and Bankura, Purulia in West Bengal State were included in the list of IAP districts) • Construction of IAY houses by district administration allowed for the disabled, widows and old-age beneficiaries who are willing to get houses their constructed by them. • Adoption of saturation and cluster approach with village as a project unit for integrated habitat development including IAY house, drinking water supply and sanitation • Rs.300 per house allowed to be utilised towards monitoring, technical support and maintenance of IAY-MIS in IAP districts New Initiatives

Knowledge Network Setting up a web-based ‘Knowledge Network’ for building updatable repository of knowledge in the rural housing sector showcasing best practices and case studies of RH from various states in terms of technologies used, materials employed, sustainability and cost effectiveness. The agreement has been signed with IIT, Delhi in 2011. The conceptualization of content, design & target groups have been identified. On field research and case studies have been started by IIT, Delhi. The recent workshop was held in Kerala on 1-2 March, 2012 and next workshop is scheduled to be held on 11-12 July, 2012 at IIT, Delhi. • Resource Centre Setting up a Resource Centre for handling technical, financial & Research needs for rural housing habitats. An agency namely, Feedback Ventures has submitted final RFP for circulation calling for bids from eligible agencies New Initiatives

Physical progress is 115% • Utilization of funds out of Total Available Funds is 40% • Out of 18 districts, three districts namely Narainpur, Kanker & Kawardha have reported less than 90% physical achievement • 24987 houses are incomplete, out of which 3744 houses sanctioned before 2010-11 and 21243 during 2010-11 & 2011-12 • Rs. 224.20 crore lying unspent with DRDAs • Non settlement of accounts of fund released under 5% (Natural Calamity) during 2008-09 • Non compliance of conditions imposed while releasing 2nd installment namely Dantewada, Dhamtari, Durg, Raigarh, Rajnanadgaon and Sarguja districts • As per MPR 37819 houses sanctioned while in the MIS entries made of only 28 • No progress have been reported about Rs. 110.84 crore released during 2011-12 as incentive for additional 63000 houses • Coverage of SC/ST is 67.06%, of minority is 1.11% and of Physically Handicapped is 1.09% • 82.46% of IAY houses have got sanitary toilets during the year 2011-12 CHHATTISGARH

Physical progress is 101% • Utilization of funds out of Total Available Funds is 78 % • Out of 14 districts, Six have reported less than 90% physical achievement • 59386 houses are incomplete, out of which 5435 houses sanctioned before 2010-11 and 53951 during 2010-11 & 2011-12 • Against the due State Share of Rs. 63.22 crore, State has released Rs. 58.22 crore • Rs. 75.57 crore lying unspent with DRDAs • Non compliance of conditions imposed while releasing 2nd installment namely Allappuzha, Ernakulam, Idukki, Kannur, Kasargod, Kollam, Kottayam, Kozikode, Malapuram, Palakkad, Pathanamthitta, Thirussur, Thiruvananthapuram and Wayanad districts • As per MPR 67116 houses sanctioned but no entry has been made in the MIS. • Rs. 32.09 crore released for purchase of Homesites during 2009-10,only 11% of this utilized • Coverage of SC/ST is 42.40%, of minority is 22.20% and of Physically Handicapped is 1.91% • 70.64% of IAY houses have got sanitary toilets during the year 2011-12 KERALA

  12. MADHYA PRADESH • Physical progress is 129 % • Utilization of funds out of Total Available Funds is 109 % • Out of 50 districts, 15 districts have reported less than 90% physical achievement • 94668 houses are incomplete, out of which 8980 houses sanctioned before 2010-11 and 85688 during 2010-11 & 2011-12 • Against the due State Share of Rs. 145.29 crore, State has released Rs. 65.87 crore • Non compliance of conditions imposed while releasing 2nd installment namely Balaghat, Barwani, Betul Burhanpur, Damoh, Dhar, Dindori, Hoshangabad, Katni, Nasingpur, Rajgarh, Ratlam, Sehore, Tikamgarh and Ujjan districts • As per MPR 134664 houses sanctioned while in the MIS data uploaded of only 5664 • Coverage of SC/ST is 64.61%, of minority is 6.15% and of Physically Handicapped is 1.05% • 45.17% of IAY houses have got sanitary toilets during the year 2011-12

MAHARASHTRA • Physical progress is 92.87% • Utilization of funds out of Total Available Funds is 112% • Out of 33 districts, 11 districts have reported less than 90% physical achievement • 69845 houses are incomplete, out of which 8386 houses sanctioned before 2010-11 and 61459 during 2010-11 & 2011-12 • Non settlement of accounts of fund released under 5% (Natural Calamity) & Naxal • Non compliance of conditions imposed while releasing 2nd installment namely Beed, Chandrapur, Gadchiroli, Gondia, Hingoli, Jalna, Latur, Nagpur, Nanded, Osmanabad, Parbhani, Pune, Ratnagiri, Solapur, Washim and Yavatmal districts • As per MPR 153438 houses sanctioned but no entry has been made in the MIS • No progress have been reported about Rs. 25.00 crore released for purchase of homesites during 2010-11 • Coverage of SC/ST is 57.80%, of minority is 8.11% and of Physically Handicapped is 0.70% • 17.56% of IAY houses have got sanitary toilets during the year 2011-12

  14. PUNJAB • Physical progress is 77% • Utilization of funds out of Total Available Funds is 72% • Out of 20 districts, 13 districts have reported less than 90% physical achievement • 7420 houses are incomplete, out of which 144 houses sanctioned before 2010-11 and 7276 during 2010-11 & 2011-12 • Out of the central allocation of Rs. 72.18 crore, State did not avail Rs. 50.42 crore • Against the due State Share of Rs. 7.25 crore, State has released Rs. 5.26 crore • Rs. 24.67 crore lying unspent with DRDAs • As per MPR 18976 houses sanctioned but no entry has been made in the MIS • Coverage of SC/ST is 77.49%, of minority is 6.06% and of Physically Handicapped is 1.50% • 22.95% of IAY houses have got sanitary toilets during the year 2011-12

  15. RAJASTHAN • Physical progress is 203% (State has reported combined achievements which includes normal IAY and special packages) • Utilization of funds out of Total Available Funds is 70% • Out of 33 districts, only Jaisalmer district has reported less than 90% physical achievement • 63967 houses are incomplete, out of which 4159 houses sanctioned before 2010-11 and 59808 during 2010-11 & 2011-12 • Against the due State Share of Rs. 131.57 crore, State has released Rs. 95.87 crore • Rs. 254.06 crore unspent balance lying with DRDAs. • Non compliance of conditions imposed while releasing 2nd installment namely Baran, Bikaner, Bharatpur, Churu, Dungarpur, Jaisalmer, Jhunjhunun, Sikar, Sirohi and Tonk • As per MPR 166147 houses sanctioned while in the MIS its 106376. • Coverage of SC/ST is 56.55%, of minority is 8.00% and of Physically Handicapped is 0.64% • 19.00% of IAY houses have got sanitary toilets during the year 2011-12

TAMIL NADU • Physical progress is 60.24% • Utilization of funds out of Total Available Funds is 70% • Out of 31 districts, 19 districts have reported less than 90% physical achievement • 58782 houses are incomplete, out of which 2795 houses sanctioned before 2010-11 and 55987 during 2010-11 & 2011-12 • Against the due State Share of Rs. 117.24 crore, State has released Rs. 99.89 crore • Rs. 149.48 crore unspent balance lying with DRDAs • Non compliance of conditions imposed while releasing 2nd installment namley Ariyalur, Dharmapuri, Kancheepuram, Kanniyakumari, Krishngiri, Madurai, Nagapattinam, Perambalur, Pudukotti, Ramanathapuram, Salem, Thanjavur, The Nilgiris, Tiruchirapalli, Tiruelveli, Tirupur, Tiruvannamalai, Tiruvarur, Villupuram and Virudhunagar districts • As per MPR 95253 houses sanctioned while in the MIS data uploaded of only 5774 • Coverage of SC/ST is 58.82%, of minority is 13.23% and of Physically Handicapped is 2.71% • 15.61% of IAY houses have got sanitary toilets during the year 2011-12

  17. UTTAR PRADESH • Physical progress is 92% • Utilization of funds out of Total Available Funds is 88% • Out of 71 districts, 16 districts have reported less than 90% physical achievement • 36627 houses are incomplete, out of which 1301 houses sanctioned before 2010-11 and 35326 during 2010-11 & 2011-12 • Against the due State Share Rs. 386.02 crore, State has released Rs. 382.24 crore • Rs. 198.21 crore lying unspent with DRDAs • Non settlement of accounts of special packages i.e, 5% IAY, Naxal, Homestead • Non compliance of conditions imposed while releasing 2nd installment namely Ambedkar Nagar, Auraiya, Bahruch, Banda, Barabanki, Bijnor, Budaun, Chitrakoot, Etah, Faizabad, Gautam Budha Nagar, Gorakhpur, Hamirpur, Jaunpur, Kannauj, Kashiram Nagar, Kaushambi, Kushinagar, Lalitpur, Lucknow, Mirzapur, Muzaffarnagar, Rampur, Sahranpur, Shahjahanpur, Siddharthnagar, Sitapur, Sultanpur and Varanasi • As per MPR 314566 houses sanctioned while in the MIS data uploaded of only 2462 • No progress have been reported about Rs. 1.89 crore released for purchase of Homesites during 2010-11 • Coverage of SC/ST is 50.29%, of minority is 11.34% and of Physically Handicapped is 1.20% • 18.14% of IAY houses have got sanitary toilets during the year 2011-12

  18. UTTARAKHAND • Physical progress is 100.55% • Utilization of funds out of Total Available Funds is 81% • Out of 13 districts, Nainital district has reported less than 90% physical achievement • 4512 houses are incomplete, out of which 78 houses sanctioned before 2010-11 and 4434 during 2010-11 & 2011-12 • Rs. 17.55 crore lying unspent with DRDAs • Non compliance of conditions imposed while releasing 2nd installment to Champavat, and Garhwal • As per MPR 15972 houses sanctioned while in the MIS entries made of only 126 • Coverage of SC/ST is 31.46%, of minority is 16.74% and of Physically Handicapped is 0.24% • 73.50% of IAY houses have got sanitary toilets during the year 2011-12

  19. WEST BENGAL • Physical progress is 93% • Utilization of funds out of Total Available Funds is 63% • Out of 19 districts, 6 districts have reported less than 90% physical achievement (including Darjeeing & Murshidabad not reported MPR) • 1,21,884 houses are incomplete, out of which 5221 houses sanctioned before 2010-11 and 1,16,663 during 2010-11 & 2011-12 • Rs. 502.99 crore lying unspent with DRDAs • Against the due State Share of Rs. 225.36 crore, State has released Rs. 160.40 crore • Non compliance of conditions imposed while releasing 2nd installment to Cooch Behar, DakshinDinajpur, Howrah, Medinipur East, Purulia and Uttar Dinajpur • Non settlement of accounts of the fund released under PTG to West Medinipur during 2009-10. • No progress has been reported about Rs. 39.54 crore released during 2011-12 as incentive for additional target • As per MPR 194851 houses sanctioned while in the MIS data uploaded about only 49 • Darjeeling district has availed 1st installment during 2006-07. Thereafter no claim has been received • Coverage of SC/ST is 54.61%, of minority is 20.36% and of Physically Handicapped is 1.64% • 70.04% of IAY houses have got sanitary toilets during the year 2011-12
