Moving West Virginia Forward! • GOAL: • Establish and implement sector strategies through a regional system. • This implementation will: • Ensure continuous dialogue between resources and business and industry. • Address current and emerging skill gaps. • Provide a means to engage directly with industry and across traditional boundaries. • Better align state programs serving employers and workers. • Maximize economic opportunities occurring in the state.

  4. Moving West Virginia Forward! STRATEGY: • Build upon the eight regional Community & Technical College/Career Technical Education Consortia Planning Districts (established in 18B-3C-4 of the WV State Code).

  5. Moving West Virginia Forward! • Current Consortia Members: • Community and Technical College Presidents • Career and Technical Education Centers • Baccalaureate institutions offering associate degrees

Additional Partners for Economic Development and Sector Strategy Members: • Local Workforce Investment Boards/One Stops/Workforce WV • Local Economic Development Offices/Chambers of Commerce • Regional Existing Industry Representatives/West Virginia Development Office • Department of Health and Human Resources • Local Colleges/Universities • Organized Labor • Industry/Business in the region • Other community organizations defined regionally • Veterans/National Guard

Moving West Virginia Forward! • Why Industry Sector Strategy? • Breaks down barriers and silos in the region. • Encourages and strengthens long term relationships among regional partners. • Facilitates continual dialogue between the college, regional partners and business sector. • Builds consensus for focused investments in programs both short term and long term. • Encourages placement of students/employees in targeted programs where there is employment and emerging careers.

Regional Implementation: • President of the region’s Community and Technical College will convene each meeting. • Vice President/Director of Workforce Development will be facilitator with assistance from institution’s Grant Manager/Transformational Leader. • Director of Workforce and Economic Development at the State CTCS Office will work closely with the colleges and groups such as the West Virginia Development Office, West Virginia Manufacturers Association, IOGA, WVONGA, Chemical Alliance Zone, Polymer Alliance Zone, West Virginia Chamber of Commerce, local Chambers of Commerce and other state trade associations to ensure proper representation regionally.

  12. Moving West Virginia Forward! Timeline: • Sector strategy program review with Presidents was held on December 17th, 2014. • Organize regional committee membership and hold first meeting no later than the First Quarter of 2015. • Meetings are to take place at least quarterly.

What is your Role? • Commit to participating in the Initiative. • Promote involvement of Business and Industry in your respective region. • Share any workforce survey or research that has been conducted by you. • Assist in real time Labor Market Information (LMI) • Commit to being part of the solution for the long-term.
