PM KISAN Objective and Benefits Small and Marginal Farmers - Landholder Farmer families with total cultivable holding up to 2 hectares • Central Sector Scheme to augment the income of Small and Marginal Farmers • 01 • Empowering farmers to procure resources to ensure proper crop health and appropriate yields • 02 Benefit of Rs.6000 per annum per family payable in three equal installments, every four months • Safeguarding farmers from falling prey to malicious moneylenders for meeting expenses • 03 The Scheme is effective from 01.12.2018 for transfer of benefit to eligible beneficiaries

Amendment/Addendum To Scheme Guidelines • Addendum for Manipur(para 3.5.1): Certificate Issued by Village authority, namely the Chairman/Chief authorizing tribal family to cultivate a piece of land (duly authenticated by concerned sub-divisional officers) shall be accepted. All exclusions under the Guidelines to be applicable. • Tribal Holding ‘Pattas’ under the Scheduled Tribes and Other Traditional Forest Dwellers(Recognition of Forest Rights) Act,2006 shall be eligible for receiving the benefits under the PM KISAN scheme, subject to other eligibility conditions. • Amendment to para 8.1: • For First Installment, Aadhaar number to be collected wherever possible and for others, alternated prescribed documents to be collected. • Aadhaar number shall be compulsory for release of second installment onwards while third instalment to only be given to beneficiaries whose data is Aadhaar linked.

Amendment/Addendum To Scheme Guidelines • Clarification to para 3.4: • For transfer of ownership post 1 Feb 2019 on account of death of land owner , family of successor entitled to benefit subject to eligibility criteria. • For transfer of land on account of other reasons post 1 Feb 2019, the transferee will be not be eligible. The family of transferor may also become ineligible if they do not have cultivable land subsequent to such a transfer • Clarification to para 3.2: • Term “Joint Holding” refers to entry of names of more than 1 member of same family in land records

Measures to be undertaken by States • 1st installment: Uploading registration details of eligible farmer account on the PM KISAN portal for generation of batch 12 onwards for first installment post stipulated period of MCC • Timely correction of SMF accounts under correction window for mismatch in name etc. • 2nd Installment: Updating portal for reporting all ineligible SMF accounts under ‘Stop Payment’ • Uploading signed RFT for 1st and 2nd Installment on expeditious basis(including for all previous batches if signed RFT not available on portal • Updating Aadhaar records (whenever available) on the PM KISAN portal for SMF accounts not having Aadhaar details

Measures to be undertaken by States • 3rd Installment: Timely measures to ensure that SMF accounts have Aadhaar linked data so that 3rd Installment may be disbursed in due course • Correction of Land Records for recording land ownership accrued due to inheritance before 01/12/2018 to be done in time bound manner. • Benefit given to Ineligible SMF accounts • Reporting cases where benefit has been given to ineligible SMF accounts so that refund process may be initiated • In cases where beneficiary wants to return money through State Government, the State Government shall assist the beneficiaries to return money through NRTP portal named as Bharatkosh.gov.in

  11. Measures to be undertaken by States • Transfer of Land Ownership • Reassessing eligibility of family under PM KISAN in case of transfer of land ownership due to inheritance. For cases of non-eligibility, updating the PM KISAN portal so that benefit can be discontinued. • In case of inheritance (on account of demise of original land holder), subject to eligibility, details of freshly eligible SMF account along with self-declarations to be provided to the concerned authorities. • Reassessing eligibility of transferor (with reason of transfer other than death) and intimate authorities in case of ineligibility so that PM KISAN portal may be updated. Transferee will not be eligible in such cases.

  12. Way Forward • Registration: Registration of all eligible SMF accounts on portal (including onboarding of 66 lakh accounts registered after MCC) • Beneficiary Authentication through Aadhaar • e-KYC authentication of farmers through integration with UIDAI services • Secure storage of Aadhaar details through Aadhaar data vault • Improving operational efficiency through Digitization and technology enablement • Facility to upload registration data online at grass root level or through pre-defined excel template with business rules to reduce junk data. Ex: Integrating master list of IFSC to validate authenticity of bank details • Automation of complete process from registration to payment as far as possible through technology • Sanity measures to check for duplication, disabling editing for records under payment process etc.

  13. Way Forward • Real time status of all transactions • The real time status of all transactions with account details of the end beneficiary to be available on portal(Bank name, Date of transaction, Installment number, previous transaction, reason of failure) • Alerts to beneficiary and other stakeholders for successful/unsuccessful payment • PFMS Bridge • Maker-Checker mechanism for generation of electronic RFT(Request for Transfer) and electronic FTO(Fund Transfer Order) at state level with DSC authentication. • Linkage of FTO to corresponding RFT and installment/batch • Maker-Checker mechanism for generation of electronic Sanction Order with DSC authentication • Real time acknowledgement/negative acknowledgement mechanism of all files shared between PFMS and PM KISAN system • Generation of electronic bill, electronic payment advice with DSC authentication • Tagging unique reference number to beneficiary and transaction to be used throughout process

  14. Way Forward • Integration with Income Tax database Integration with CBDT database for cross verification of farmer being income tax payee based on documents like Form 16/Form 26AS • Identification of databases for state and central employment/pension records • Identification of systems like NPS/EPFO/ESIC/GPF having employment and pension records • Feasibility study of integration with such system based on common identifier like Aadhaar • Integration with these system through APIs for determining eligibility of beneficiary as per guidelines • Online Grievance mechanism • Filing complaints through online form on portal/call center; allocation of grievance id, categorization of complaints; assignment of severity level; facility to upload supporting documents • Reporting module with search facility on type of complaint, region, status

  15. Way Forward • Digital Signature authentication at various stages • Facility for Digital signature enrolment through portal • Digital Signature authentication at various stages: uploading registration details, correction process, payment process, generation of RFT, FTO • Reporting and Analytics • Real time reports with slice, filter, search facility • Downloadable in multiple format(pdf, excel etc.); drillable to block level • GIS based reporting • Multiple reports like Pendency report, Rejection/acceptance report, Instalment and batch wise report, FTO transaction summary report, individual beneficiary report(search on Aadhaar, bank acc., mobile number, beneficiary id, region wise)
