Pennsylvania Association for Retarded Children (PARC) v. Pennsylvania 343 F Supp 279 (E.D. Pa 1972) Held that mentally retarded children ages 6-21 were to receive a free public education/ regular classrooms when possible – special education classes when needed
Mills v. Board of Education of the District of Columbia 348 F. Supp 866 (DC 1972) Fed District court upheld that all school aged children were guaranteed a free and adequate public education
Time Line • Elementary & Secondary Education Act of 1965 • Title VI (1966 amendment) was replaced by Education of the Handicapped Act (1970) National attention to the education of handicapped students Significance – laid the groundwork 1973- Congress passed section 504 Prohibiting discrimination of handicapped students receiving federal funds
