  2. Background to the NPFA • Established 8 July 1925 • Royal Charter 18 January 1933 • Charity No 306070 • Great Britain & Northern Ireland • London, Coventry, Cardiff & Edinburgh bases

  3. Objectives in 1925/26 • Secure adequate playing fields • Secure proper playgrounds • Save the few open spaces still existing • Save existing sports grounds • Focus local opinion, provide organisation • Co-operate with others

  4. Mission ‘Striving to improve the quality of life and health of everyone, the NPFA works to ensure the availability, protection and development of high quality, well used local facilities for outdoor sport and play for all communities, throughout the nation’

  5. Protecting of Outdoor Land for Sport and Play • Ensure that facilities are well used, valued and celebrated • Planning law and local standards for open space • Charity law and specific recreational trust purposes • Land law, Deeds of Dedication and Covenants

  6. Planning for Open Space – The NPFA Recommendations • Outdoor land for sport and play • 2.4 hectares per 1000 population • 2 of the 10 ODPM PPG17 categories • Useful tool for adaptation in urban areas • But not Islington or Kensington & Chelsea!

Recent NPFA Surveys of London Boroughs • Winter 2002, 50% response rate • 63% made reference to NPFA recommendations • 25% incorporated recommendations into development plans • December 2003, responded to by 24 Boroughs • Implementation of PPG17, assessments • 7 (29%) for parks and gardens; 7 for sport; 3(13%) for children and teenagers

  8. NPFA and Land Protection in Greater London • Protection through charity and land law • NPFA, King George’s and Covenanted Fields • 65 sites for outdoor sport and play • 19 Inner London, 46 Outer London • 314 acres

The NPFA London Fields ProposalsAn Invitation to Protect Land • Boroughs invited to protect one or more recreational sites in the longer term • Playing field, park, children’s playground or other greenspace of their own choosing • Legal agreement with the NPFA • Disposal safeguarded – consent of the NPFA • Recreational use safeguarded – only ancillary buildings • Public access safeguarded

  10. Other Elements of the Proposal • Protection for 80 years or in perpetuity • Registration at Land Registry • Registration with Charity Commissioners • Ownership by local authority continues • Management rests locally • NPFA involvement at arm’s length
