NOFA Process – Dates to Remember • Release date: July 25th • Questions should be posed to: • MFNOFA@oregon.gov*Please include the NOFA number or name (VGHAP Housing) in the subject line of the email* • John Wright John.E.Wright@oregon.gov • FAQs will be published at regular intervals • Questions until: October 6th • Competitive Application due date: October 20th by 4pm • NOFA to remain open as long as funds remain available. NOFA Process – Technical Assistance • Corporation for Supportive Housing (CSH) will provide 2 hours of Technical Assistance for applicants of the Mental Health funds for supportive and supported housing for Veterans. • Will include advice on partnership development (as appropriate) particularly with services and property management, as well as overall operations and services of this housing. • It will not include any assistance in completing applications in response to the Mental Health NOFA. • In order to receive this technical assistance; you must contact John Wright via email at John.E.Wright@oregon.gov Oregon Housing and Community Services

NOFA Allocations and Application Parameters • General Housing Account Program, Veterans set-aside (VGHAP) allocation of $8,000,000 • Soft set-asides for this NOFA are: • $4,000,000 for Urban areas • Up to $125,000 per affordable unit • $4,000,000 for Rural areas: • Up to $200,000 per affordable unit • Rural areas are defined as: Communities with 15,000 population or less in counties within Metropolitan Statistical Areas (Benton, Clackamas, Columbia, Deschutes, Jackson, Lane, Marion, Multnomah, Polk, Washington and Yamhill Counties) and in Communities with 40,000 population or less in the balance of the state • OAHTC allocation of $5,000,000 • Eligible where it results in deep rent skewing; serving households at or below 50% AMI • Mental Health Housing funds of $4,200,000 • Up to $50,000 per Vet SMI or Vet SUD unit in supported or supportive housing Oregon Housing and Community Services

NOFA Allocations and Application Parameters - Continued • Applicants must be developing one of the following identified types of housing: • New housing units to serve Veterans (as defined in ORS 408.255) through new construction or acquisition / rehabilitation, not to include preservation activities; including appropriate supportive services for the target population. And/or; • Housing for Veteran’s with a Serious Mental Illness (SMI) and/or Substance Use Disorder (SUD) as defined in ORS 426.495 • Applicants may only apply for one phase of a project • Applicants may not submit more than three applications for this NOFA • To be considered for the first round, applications must be received no later than October 20th by 4:00pm. All applications received after this date and time will be reviewed in a “First come first served” evaluation model if funding is still available after first round projects are chosen and approved. The NOFA will remain open until all funds are awarded or closed at OHCS discretion. NOFA Housing Type Definitions • Veteran Housing: permanent affordable housing that offers Veterans independent housing integrated into the community that provides resident services aimed at the Veteran population. Participation in services are voluntary. • Veteran Mental Health Supported Housing (SMI/SUD) : permanent affordable housing that offers Veterans independent housing integrated into the community in a private, secure setting. Participation in services voluntary for SMI, required for SUD. For SMI: No more than 25% of the units can be set aside for placement by a SMI Supported Housing Provider. • Veteran Mental Health Supportive Housing: single-site housing in which all or a majority of tenants who receive support services are Veterans with a SMI and/or SUD who live together in a single building or complex with or without on-site support services. Participation in services voluntary for SMI, required for SUD. See Pages 5-6 of the Veterans Housing NOFA for more description Oregon Housing and Community Services

Funding Request Limits • Veterans Housing Applicants may request up to $125,000 of VGHAP Funds per eligible new unit in urban areas or up to $200,000 per eligible new unit in rural areas. • SMI/SUD Applicants may request up to $50,000 of MHHF Funds for all eligible new housing targeted for Veterans who have an SMI and/or SUD. • OAHTC Applicants may be eligible where it results in deep rent skewing; serving Veteran households at or below 50% AMI. Part 3.1: Resident Services Description • OHCS has long recognized resident services as an integral part of the ongoing success of affordable housing developments. • Appropriate services are important and empowering to residents and they bring benefit to project management, to the project sponsor/owner, and to the local community as well. For projects designated for Veteran housing only or Veteran housing with SMI these services are voluntary to the tenant, but must be provided. For SUD projects these services are mandatory participation of the tenant. The anticipated outcomes and overall goals of the Resident Services Plan are: • Through coordination, collaboration, and community linkages, residents will be provided the opportunity to access appropriate services which promote self-sufficiency, maintain independent living, and support them in making positive life choices; and • To maintain the fiscal and physical viability of the development by incorporating into the ongoing management the appropriate services to address resident issues as they arise.   14. Part 3.2: Ownership Integrity • Ownership Integrity questionnaire; these are financial representations regarding such matters as fraud conviction, bankruptcy, and debarment. Oregon Housing and Community Services

Part 3.3: Readiness to Proceed • Zoning & Site Control: • Project must be zoned for intended purpose; Must use the OHCS Certification form provided in 3.3 Readiness to Proceed. • Site control is required at the time of application. • Additional Federal Project Resource Status • Provide documentation on progress of applications for other federal resources being sought for the proposed project. • Development Schedule • Applicant must complete OHCS form • Project Site Checklist • Applicant must complete the checklist form. Part 3.4: Development Team Capacity Capacity Worksheet & Questionnaire This form contains all the key categories that the reviewers need to properly evaluate the sponsor’s experience and capacity. When a sponsor notes that they do not have experience or capacity in a certain area, they must indicate the action plan that will mitigate this risk. Oregon Housing and Community Services

Part 3.5: Architectural Review For All New Construction Projects and Rehabilitation Projects That Include Any New Construction • Vicinity map • Context photos • Preliminary site design and development plan • Required site accessibility and visitability features • Professional, Independent Third Party Construction Cost Estimate and/or Contractors Bid. For All Rehabilitation Projects • Rehabilitation Scope of Work • Pest and Dry Rot Inspection Report • Roof Inspection Report • Estimate of probable rehabilitation cost • Replacement Reserve Schedule • Professional, Independent Third Party Construction Cost Estimate and/or Contractors Bid. The Department also requires applicants of acquisition and rehabilitation projects to complete a thirty (30) year replacement schedule as part of the CNA. Rehabilitation Assessment Criteria • Critical repair items • Two (2) year physical needs • Long term physical needs • Analysis of reserves for replacement Oregon Housing and Community Services

  20. 4.0: Pro Forma Updated Pro Forma must be used. Available on the website in a zipped folder, includes directions for using / unzipping the folder to access the file. Highlighted areas in green to fill in project data. If considering 4% LIHTC and Bond’s please make sure to include a 4% LIHTC pro forma also accessible on the website.   21. 4.1: Financial Assumptions • Financial Assumptions is the document for you to describe in detail the details of the pro forma (i.e., how did you arrive at your initial cost and expenses, cash-flow, why this funding and timing, why this location for the project, etc…). • Without requiring market studies or appraisals, this is a critical area of information for the reviewers. • Please give a thorough detailed explanation for any variances that are outside of the guidelines set in the General Policy and Guideline Manual, General Underwriting section..   22. 4.2: Tenant Survey and Relocation Existing Tenant Survey: Complete only if project is occupied at time of application. Tenant Relocation Questionnaire: Complete only if project is occupied at time of application and tenants will require relocation. Oregon Housing and Community Services

  23. 4.3: Construction Hard Cost Estimate Cost Estimates: Applicants must include the cost estimates used to develop the construction budget in the Application. Acceptable cost estimates include: a contractor’s or cost estimator’s worksheet, rehabilitation assessment, scope of work, or any other documents that show how the construction costs were established.   24. 4.4: Competitive Scoring Questionnaire • Notes / Reminders: • Make sure your response is thorough. Remember your audience, reviewers will be reading a lot of applications – longer narratives does not mean higher scores. Relay your expertise but be as concise as possible. • Expect that some questions will be asked a couple of times or slightly different. There are multiple scoring teams looking at different sections of the application. Oregon Housing and Community Services

  25. 4.4: Competitive Scoring Questionnaire – IMPACT Resident Services • Applicant must describe their provision of evidence-based approaches and recognized best practices in Veterans issues. Applicants must also describe their experience and familiarity with the application of resident-involved planning. The inclusion of peer mentors is required. • The expectation is that services will be readily available on a voluntary basis (Tenant participation is mandatory for SUD units) and that Applicant will design and manage support services that will actively engage residents. The service provision philosophy should support recovery with the goal of residents living successfully in the community. • Make sure your answers are well thought-out and articulated clearly. Write your responses to the questions as if the reviewer is not familiar with the population you will be serving. • All applicants must respond to first set of questions – you only need to answer the SMI / SUD questions if you are applying for those resources Oregon Housing and Community Services

  26. 4.4: Competitive Scoring Questionnaire – IMPACT .. Cont’Minority, Women and/or Small Business Engagement • OHCS is committed to diversity and equity in the workforce and the projects we select to fund. One of the methods we promote is through engagement of MWESB’s. • You can find the detail on the MWESB Certified Firms on the Business Oregon website here: http://www.oregon4biz.com/How-We-Can-Help/COBID/ • Be as detailed as possible on how you plan to engage and/or target Minority owned businesses, Women owned businesses and Emerging Small Businesses in the construction and operation of your proposed project (i.e., contractors/subcontractors).   27. 4.4: Competitive Scoring Questionnaire – IMPACT .. Cont’dLocation & Building Features • This section of the questionnaire is all about the projects proximity to essential services and ease of access to those service. What is the tenants access to food services, medical facilities, public transit and education. • It is also about how the building lends itself to accessibility and how it contributes to the health and well-being of it’s proposed population. Again be very specific with your answers and remember that this is your opportunity to tells us why this project is important and why the location and the building and it’s features lend to it’s importance in the community. Cont’dCommunity Impact • This section is all about how you intend for your project to have a positive impact on the population being served and their impact on the surrounding community. • Is the Project responsive to community need? • Does the Project promote sufficiency and independent living and positive life choices? • Will the Project collaborate with the local community and leverage resources? • Does the Project provide innovative ways for Veterans to overcome obstacles or deliver better outcomes?   29. 4.4: Competitive Scoring Questionnaire – IMPACT .. Cont’dServing Lowest Incomes; Area Median Income • Populate the table with the number of units per income restriction. Example: 5 units restricted at incomes 30% of AMI • The table should reflect 100% of your total units in the project. • Make sure you identify the county in which the project will be located. • The next table shows how we will determine the score for this section and is there for information only. Cont’dServing Lowest Incomes; Subsidy • Here you will let us know if the project will be receiving or anticipating other subsidies such as rental assistance, project based subsidies.   32. 4.4: Competitive Scoring Questionnaire – NEED • There are two questions that need to be answered under Need. They seem similar in nature but are not the same question. • Question 1 is about what Veteran specific needs in the community are being addressed by this project. • Question 2 is asking what is the actual demand in the community for affordable housing for Veterans. • Respond carefully to each question with thought behind your answers. Generic answers will equate to a lower score. Oregon Housing and Community Services

General Reminders • Follow the order of the application submittal checklist completely and accurately. • Make sure to provide all requested material in the order indicated on the checklist. • Submit only the documents that are listed on the application submittal checklist. • Use divider tabs to identify each part. • Number every page of the application. • When answering narrative questions, do not remove the question, question number, or the box provided. • Keep responses within the stated length and font size limits. • Do not double-space your text responses. • Always mark the project’s location on maps and context photos. • Identify acronyms used by your organization. • Answer questions completely. Don’t assume the reader is familiar with your organization or project. • Double-check that each copy of the application includes all the same documents as the original.
