  2. What is EMAP? Emergency Management Accreditation Program A voluntary assessment and accreditation process based on an industry recognized standard A process of self-assessment, documentation, and independent peer review Designed to evaluate, enhance and recognize quality programs EMAP standard looks at the entire program, not just the EM department/agency Assessment Standards
  3. Emergency Management Standard2013 REVISION ANSI certified Developed and maintained by EM professionals Does not describe HOW Identifies components for a quality and comprehensive program Viewed as the framework for a comprehensive EM Program

  7. Purpose and Scope of EMAP’s Higher Education Program Implement the Emergency Management Standard on the Higher Education level Aid in the alignment of local, state and IHE preparedness efforts against any hazard or disaster
  8. Assessment Trends – Historical Perspective Good discussions among team members on higher education community applicability. All standards apply in the context of IHE. Some standards could be clarified in an Assessment Guide for IHE that would help answer applicability. Beneficial to go through the process and hear from our peers about potential gaps we had as a program. “Nothing in the standard stands out as we shouldn’t be doing it as a program.”

  10. Fee Structure Subscription fee $450 (for the program) Application fee On-site assessment fee ($5,500 plus team travel) Actual cost for assessment team to come on site (travel, lodging, per diem)
  11. How EMAP Benefits IHE Provides opportunity for all IHEs to assess themselves against industry recognized standards that are utilized on a national and international scale. Demonstrates discipline and accountability in regularly reviewing, maintaining, and documenting compliance with standards and best practices to Board of Trustees and potential students and parents. Increases cooperation and communication within community for planning, training, exercises, etc.
  12. How EMAP Benefits IHE Reduction of vulnerability, sensitivity, and exposure to future crisis and disaster events. Protection of life, including students, faculty, and staff, as well as property, environment, essential services, and critical facilities. Assures insurance/reinsurance companies and public that the institution is taking proactive risk aversion activities seriously.
  13. MY Personal Experiences on EMAP I’m not a paid spokesperson for EMAP Prior to my HE Position I was with a local County-level Emergency Management Agency Emergency Manager at Springfield-Greene County Office of Emergency Management in Missouri

  15. How we got started… Leadership with a vision We thought we had a GREAT Program Good staff, “real” disaster experience, community support. We found out we had an “ok” Program
  16. How we got started… Multi-year strategic plan (EMAP accreditation within 5 years) We wanted to be be the “best” – ALWAYS strive for excellence in what you do! Goal to be one of the first 10 accredited local jurisdictions A personal goal I have set for myself in my current Wash U Position.
  17. How we got started… Sent staff to EMAP Accreditation Manager Training (and Assessor Training) Staff returned with a whole new perspective!
  18. How we got started… Much more comprehensive than we thought EMAP doesn’t just give accreditation to “good” programs and “good” programs are NOT necessarily EMAP compliant programs.
  19. Taking Action The decision was made to “GO FOR IT”! Complete programmatic assessment Timetable and funding County economic crisis 2 years ONE shot

  21. Programmatic Benefits We were NOT as “great” as we thought we were…LOTS of areas for improvement Continuity of Operations Planning for all critical departments Better tracking and monitoring of mitigation activities
  22. Programmatic Benefits LOTS of policy changes Delegation of Emergency Authority Roles and responsibilities of the Office of Emergency Management - Had many outdated policies from Civil defense days Emergency Procurement
  23. Programmatic Benefits Development of a formal training and exercise program Enhanced redundancies for emergency notification and warning systems Formal gap analysis conducted and development of a more comprehensive resource management system.
  24. Programmatic Benefits A few UNEXPECTED benefits: Greater depth of understanding by all staff of the emergency management program as a whole = Better Emergency Managers Enhanced understanding by all stakeholder of the Emergency Management PROGRAM concept
  25. Programmatic Benefits Greater recognition of the importance of the Office of Emergency Management by all partners and stakeholders Build off of best practices by networking with peers

  27. Personal Experiences on EMAP in IHE Washington University in St. Louis, School of Medicine and EMAP I was recently hired as the Emergency Management Director of the Med School Campus. How do you develop an Emergency Management Program from Scratch???

Personal Experiences on EMAP in IHE USE THE EMAP STANDARD Just completed complete assessment of the Campus against the standard areas of EMAP Creating a multi-year strategic plan to make NUMEROUS enhancements over the next 5 years. May never be accredited…but I WILL have a comprehensive Program
  29. Final Thoughts on EMAP PARTICIPATE IN THE PROCESS EMAP is a PEER developed and reviewed standard. YOU CAN AND SHOULD HAVE INPUT. NOT a B.O.G.S.A.T standard. EMAP NEEDS the guidance of our emergency management professionals
