MMPA R2 - Time Line revisited • TODAY: • Finalize capture of CA preemption to HIPAA in BAA today so that we can achieve the goal for R2 • Goal is to have a completed version of Release 2.0 to present to CalOHII for evaluation and public comment by April 26th • Intent is to have a 30 day public comment period • Present Release 2.0 at next California Stakeholder Forum to inform stakeholders on May 8 & 9 • Please be sure to register for the MMPA session the morning of May 8th if you will be attending the Forum.

Agenda • Revisions to R 1.1 based on HIPAA Omnibus Final Rule • Document preemption source in footnote. • Discuss mechanism of finalizing draft. • Facilitators to send a “compare documents” btw MMPA R1.1 and MMPA R2 Draft 0.3 for review. • Inter-HIO agreements Analysis • Review of Inter-HIO questions raised by Bonorris et al. • Kinds of HIOs (public/private) and the service levels/modes of exchange • Structural issues – federalist model (hub/spoke), governance structure, ownership (association, state-created, health provider owned?) • Differences in the state laws governing health information privacy and security • Technological considerations • The types of participants in the HIOs; and • The timing/purpose of the exchange’s creation • Closing Comments, All • Meeting Adjourned Next Meeting: Friday, April 26
