Why is the Province involved in Treaty Land Entitlement? • Saskatchewan Natural Resources Transfer Agreement, 1930. • Pursuant to this Agreement, Saskatchewan agreed to provide unoccupied Crown land to Canada to meet its Treaty obligations. • The Province was involved in the negotiation and settlement of the 1992 Treaty Land Entitlement Framework Agreement.

  3. What is the significance of the Framework Agreement? • Each First Nation receives money to purchase land anywhere in the province on a willing-seller/willing-buyer basis. • Cost-shared between Canada (70%) and Saskatchewan (30%). • Provides a way of resolving TLE claims.

  4. What is the Provincial role in the TLE process? • Government Relations coordinates implementation of the TLE agreements. • Serves as single window into government for the TLE process. • Works with ministries, agencies and Crowns in the provincial review process.

Provincial Review Land Administering Ministry responds to the First Nationas to whether the land will be made available and, if so, under what conditions First Nation submits request for land Lands Unit responds summarizing prov. interests Crown Land Lands Unit summarizes and verifies selection Private Land First Nation and Canada are provided with prov. response Selection sent to Prov. Review Committee to identify interests

  7. What are TLE Benefits? • Significant Progress. • Since 1992, 809,000 TLE reserve acres. • 27 of 33 First Nations acquired shortfall acres. • Economic opportunities created in both rural and urban areas. • Successful process of resolving outstanding TLEs but more work to do.
