  7. Standard for Girandolas

  8. Girandolas 1 • Construction Requirements - A launch rod is required for girandolas. • (the current standard does not include this requirement) • - The Launch Rod must be straight and rigid and securely attached to the base to prevent it from being damaged or detached during transportation, handling and normal operation.

  9. Girandolas 2 Performance • -- For items with multiple effects, the timing between effects must not exceed 10 seconds. • (the current standard does not include this requirement.)

  10. Girandolas 3 • Effective date: May 1, 2011 • Reminder: Girandolas submitted to AFSL QIP test must have a valid EX number issued by DOT.

  11. Requirement for Booby Traps -- Booby traps must be packaged in a package meeting all requirements for retail sale that contains not more than 12 units. (the current standard does not include this requirement) -- Effective date: September 1, 2011

  12. Existing Requirement for Booby Traps • Pyrotechnic weight must not exceed 16 mg.

  13. Reloadable Tube Aerial Shell Devices 1 • The current standard prohibits artwork or graphics or designs and shapes that would cause the device to look like a finished fireworks device.

  14. Reloadable Tube Aerial Shell Devices 2 New Requirements: • The shell may bear a name, description or depiction of the effects produced, provided it does not exceed 1.4 linear inches in any direction. - The shell may bear the name or logo of the manufacturer or distributor, or the brand name of the item, provided the name, logo or brand name does not exceed one linear inch in any direction.

  15. Reloadable Tube Aerial Shell Devices 3 • Effective date: May 1, 2011

  16. Requirement for Fountains Residual Burn Provision: • The finished item, including tubes and internal construction material, must not continue to burn or re-ignite after functioning. • Test Procedure – To Be Developed. • Effective date: October 1, 2011

  17. Ice Fountains / Smokeless Fountain • CPSC classifies this device as fireworks device. • Fits in the category of Spike or Handle Fountains. • Subject to AFSL testing.

  18. Ice Fountains / Smokeless Fountain • Subject to Requirements for Spike & Handle Fountains: • Spikes or handles must be securely attached or be an integral part of the item. • Must not expel the plug or flame through the handle. • Handle area (including spikes) must be free of pyrotechnic composition. • Handles must have an exposed length of at least 10.2 centimeters (4 inches). • The distance from the bottom of the plug to the external blunt end of the spike must be at least 10.2 centimeters (4 inches) with at least 5.1 centimeters (2 inches) exposed.

  19. Ice Fountains / Smokeless Fountain • Spikes must have a blunt tip, not less than 3.2 millimeters (1/8 inch) in cross-section. • Spikes and handles must be constructed of materials that do not product sharp fragments when the item operates (or malfunctions). • Spikes must be constructed of a material that allows the device to be mounted in the ground.

  20. Ice Fountains / Smokeless Fountain • Reminders: • No fuse required. • Must comply to all applicable requirements for fountains, e.g. Blow out / Burn out, powder weight, prohibited chemicals, etc.

  21. Ice Fountains / Smokeless Fountain • Cautionary label for Spike Type Fountain: CAUTION EMITS SHOWERS OF SPARKS USE ONLY UNDER CLOSE ADULT SUPERVISION FOR OUTDOOR USE ONLY STICK FIRMLY IN GROUND IN AN UPRIGHT POSITION DO NOT HOLD IN HAND LIGHT TIP AND GET AWAY.
