  2. Great compromise • Split the legislature into 2 houses • Bicameral • Senate- # of representatives would be equal: 2 from every state regardless of size or population • House of Representatives- # of representatives would be based on the states population

  3. Three-fifths compromise • For every 5 slaves, they would count as 3 people towards representation in the legislature. • Congress could not ban the slave trade until 1808
