16. METAGORA This project (€2.25m began Feb 2004) aims to pilot the development of new methods for monitoring good governance, democracy and human rights In addition one of the tasks of the secretariat is to take forward work towards international agreement on a set of governance indicators. One pilot will take place in South Africa (Land rights, work undertaken by a local NGO). Another includes various West African countries (DIAL 1-2-3- governance modules) The other pilots are taking place in Latin America and Asia. 16

17. MDG’s Paris21 task force support A PARIS21 task force was set up to look at obstacles to the availability of MDG data. The work took place at 2 levels. One report notes the problems in the international system, another set concerns the countries. To date we have only a partially completed draft of a report for Yemen, which highlights the usual problems of under funding, poor planning and an overwhelming lack of donor coordination. The reports will be published in a consolidated form during summer 2004 by World Bank. 17
