  2. THE PROGRAM

  3. “HANDOG SA MGA KABATAAN SA KANILANG PAGTATAPOS” is a new program of the Department of Labor and Employment (DOLE) which adopts a new strategy in providing employment assistance to the 2008 graduates in the secondary and collegiate level. • This new strategy consolidates in one program package: • the career advocacy/guidance and pre-employment counseling services • the jobs fair component of the job search assistance services.

Handog derives from the traditional practice in the conduct of job fair wherein jobs are offered to the applicants/jobseekers in “smorgasboard” manner, i.e. all job vacancies are announced in one venue. Under the new approach, a job fair by occupation will be undertaken where companies needing similar skills requirements for their job vacancies will be grouped and invited schools which shall serve as venue for the job fair for a particular occupation. Thus, with this approach, job search will be easier and less costly for the graduates.

  5. OBJECTIVES • Assist college and high school graduates in their job search • through job fairs conducted in schools and universities; • 2. Impart information on job requirements, job hunting/interview • tips, skills training/upgrading services, etc; and • Provide information to high school graduates on career • options and their requirements.

  6. TARGET PARTICIPANTS • New graduates in the secondary and collegiate level • seeking employment; and • 2. New graduates in the secondary level who need career • guidance to pursue degrees/courses.

  7. MENU OF SERVICES • For new graduates seeking employment: • job search assistance services through the jobs fair • pre-employment counseling • 2. For new graduates in the secondary level who need career • guidance to pursue degrees/courses. • career advocacy/guidance

  8. TARGET VENUE • Schools, Colleges, Universities PROGRAM DURATION The program shall be launched between March and April 2008 and shall become a regular activity conducted nationwide every year particularly during or immediately after the graduation period.

  9. IMPLEMENTING AGENCY • The DOLE Regional Offices (ROs) with • their City/Provincial/District Field Offices • The Public Employment Service Office • shall take the lead in implementing • this program.

  10. PARTICIPATING INSTITUTIONS • Heads and Guidance Counselors of schools, colleges and universities • Private Recruitment and Placement Agencies (PRPA’s) • Employer’s Groups

  11. PROGRAM MECHANICS

The DOLE Regional Offices shall coordinate with schools and • universities as well as the PRPA’s and employers’ groups and • make arrangements for the conduct of the two-day activity. • The following information should be obtained: • Type of participating graduates (from schools) • Job vacancies/job orders (from PRPA’s/employers) 2. The date for the activity shall be set anytime from March to April 2008 and confirmed with the participating partners/institutions.

  13. 3. New graduates who seek employment shall be grouped by • occupation to undergo the process of job interview and selection. • 4. The two (2) day activity shall have the following components: • First Day • Career Guidance/Appreciation Session • Labor Market Situationer – includes topics on labor supply and labor demand trends, occupations highly in demand, career choice, degree/course requirements.

Pre-employment Counseling Session • Tips in applying for a job/job interview • Skills training and upgrading to meet the demand • Work / job appreciation • Second Day • A Job Fair shall be conducted for the new graduates • (secondary or collegiate) who are seeking employment. Job • vacancies/job orders indicating job/hiring requirements to be • provided by participating employers and PRPAs shall be • displayed for viewing.

The DOLE ROs shall monitor the activity and provide a report to the • Bureau of Local Employment (BLE). • The BLE shall monitor and evaluate all the activities in the regions • relative to the implementation of the program. It shall submit a national • evaluation report/Program Assessment Report to the following office: • Office of the Secretary through the Undersecretary for • Employment copy furnish the Undersecretary for Policy, • Program and International Relations • Undersecretary for Labor Standard and Social Protection and • the Planning Service
