  2. OPTN Funding • The OPTN contract funded with OPTN registration fees and federal appropriations • 2013 OPTN budget is $36,446,000. $33,946,000 in OPTN funds $ 2,500,000 in federal appropriations • 2012 OPTN budget was $36,372,000. $33,872,000 -- OPTN funds $ 2,500,000 -- federal appropriations

  3. 2013 Budgets (OPTN and UNOS) • Based on 52,063 registrations • Registrations for FY 2012 and FY 2011 at same level • Kidney registrations – approx. 64% of total registrations • Change to the existing kidney policy could adversely affect future registrations

Expenses and Funding • Expense levels for both 2013 budgets = 2012 budgets • 2012’s budgeted number of registrations - 3.4% higher than 2011 levels • 2012 registrations – no increase from 2011 levels • 2013 budgeted registrations < 2012 budgeted registrations – caused increase in the registration fee • The OPTN budget must be fully funded—uncertainty re: potential changes to kidney policy

  6. OPTN and UNOS Fees • OPTN fee increased $48 from $603 to $651 • UNOS fee increased $3 from $92 to $95 • $30 UNOS surcharge remains to fund technology improvements • Total fee at Oct. 1 is $776 • $776 = $651 + $95 + $30 • Fee was $725

  7. 2013 Budgets • HRSA extended OPTN contract for six months until March 2013 • FY 2013 budgets during extension period • New OPTN contract will begin after extension period • Once OPTN scope of work, federal appropriations and contract term have been determined, OPTN and UNOS fees may need to be re-evaluated
