  3. Facilitating the Market The Care Act 2014 places a duty on Local Authorities to facilitate a diverse, sustainable high quality market for their whole local population and to promote efficient and effective operation of the adult care and support market as a whole.

The Market Position Statement (MPS) Service planning information: • Service supply • Available resources • Legislation & policy requirements • Commissioning intentions • Trends across service-user groups • Local demographics and population projections from Torbay’s the Joint Strategic Needs Assessment (JSNA) To be refreshed in 2019, in parallel with an approach being developed with Devon County Council.
