UNE-P ‘Complex’ Services • Certain UNE-P service combinations are ‘complex’ or ‘designed’ services. • These products include: • UNE-P Digital Switched Service (DSS) • UNE-P ISDN Integrated Services Digital Network (ISDN) Basic Rate Interface (BRI) • UNE-P Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) • UNE-P Private Branch Exchange (PBX) Q w e s t W h o l e s a l e M a r k e t s

UNE-P Combination Services Qwest Unbundled Network Elements-Platform (UNE-P) services are combinations of Unbundled Network Elements (UNEs) provided to end-users on behalf of Competitive Local Exchange Carriers (CLECs) that are functionally equivalent to Qwest’s comparable retail service offerings. UNE-P DSS • Is a digital exchange service between an end-user's Customer Provided Equipment (CPE) and the Qwest Central Office (CO). • Multiplexing of the digital transmission facility (DS1/DS3), at the speed of 1.544 Mbps, in Qwest's CO will accommodate up to 24 voice grade channels (trunks) into the switch. • You may order new UNE-P DSS service or convert existing retail and resale DSS to UNE-P DSS. • The UNE-P DSS Product catalogue provides detailed product and ordering information: • www.qwest.com/wholesale/pcat/unepdss.html Q w e s t W h o l e s a l e M a r k e t s

UNE-P DSS with Basic Trunks • Basic Trunks (line side termination) are available as: In-only; Out-only; and/or 2-way. • UNE-P DSS with Basic Trunks is the finished service combination of the following rate elements: • DS1 or DS3 Capable Loop • Multiplexing (necessary with Basic Trunks only) • Up to 24 Analog Line Side Ports • Shared Transport Originating Minutes of Use (MOU) • Local Switching Originating MOU • Vertical Features (standard and optional) Q w e s t W h o l e s a l e M a r k e t s

UNE-P DSS with Advanced Trunks • Advanced Trunks (trunk side termination) are available as: In-only with Direct Inward Dialing (DID) and Hunting; Out-only with Answer Supervision; and/or 2-way with DID, Hunting and Answer Supervision. • UNE-P DSS with Advanced Trunks is the finished service combination of the following rate elements: • DS1 or DS3 Capable Loop • DS1 Local Message Trunk Port • Shared Transport Originating Minutes of Use (MOU) • Local Switching Originating MOU • Vertical Features (standard and optional) Q w e s t W h o l e s a l e M a r k e t s

UNE-P ISDN BRI • An all-digital communications technology that provides services and capabilities not available through standard analog technology. • The ISDN digital architecture provides a high-speed, integrated transfer of voice, data and video over the same line, using the Public Switched Network (PSN). • UNE-P ISDN BRI provides for two simultaneous voice connections and a low speed data connection over existing telephone lines (twisted copper pair).   9. UNE-P ISDN BRI • The loop portion of this service is provided on an unbundled 160 kilobits per second (kbps) Digital Subscriber Line (DSL) Channel. UNE-P ISDN PRI • Provided as a finished service to ISDN compatible Private Branch Exchange (PBX) end-users on behalf of UNE-P CLECs. • Is a 4-wire full duplex transmission path between ISDN-capable Customer Provided Equipment (CPE) and an ISDN-equipped Central Office (CO). • The basic service consists of 23 B Channels and a D Channel with a transmission rate of 1.544 Megabits per second (Mbps). Each B Channel carries user information and the D-Channel is used for signaling. The channel configuration is commonly referred to as 23B+D. • The B channels can be used to transmit Voice and data or Circuit Switched Data (data only) • In-only,Out-only, and 2-way Trunk voice type services can ride over a B channel. UNE-P ISDN PRI • UNE-P ISDN PRI is comprised of the combination of the following rate elements: • Facility: • DS1 or DS3 Capable Loop • ISDN PRI Trunk Port • Trunks: • Up to 24 In-only, Out-only, or 2-way Trunk Connections • One DS1 Local Message Trunk Port ("Circuit Terminations") • Shared Transport Originating Minutes of Use (MOU) • Local Switching Originating MOU • Vertical Features Q w e s t W h o l e s a l e M a r k e t s

UNE-P PBX • UNE-P PBX is available with analog trunks (analog DID and non-DID trunks) as a finished service to end-users on behalf of UNE-P CLECs. • Provides analog trunks to connect your end-user's CPE PBX equipment from your end-user's premises to the Qwest Central Office (CO). • DID special trunk arrangements permit incoming calls from the exchange network to reach a specific PBX station directly, bypassing the attendant for assistance. • DID is a trunk side offering within the CO and may be analog 1-way incoming or 2-way. • The UNE-P PBX Product catalogue provides detailed product and ordering information: • www.qwest.com/wholesale/pcat/uneppbx.html Q w e s t W h o l e s a l e M a r k e t s

DSL VISP Program • VISP is a Volume Discount Plan. • VISP requires minimum of 15,000 DSL subscribers in first 12 months. • VISP is not subject to Resale discounts. • Qwest has no interaction with VISP end users. • VISP participants provide their own CPE, fulfillment, Tier 1 tech support, marketing, acquisition and billing.

Qwest DSL with UNE-P Services • Qwest Digital Subscriber Line (DSL) service is available with UNE-P when it is purchased in conjunction with UNE-P POTS, UNE-P PBX Analog (non-DID trunks) and UNE-P Centrex. • You may convert existing Qwest retail or resale service with existing Qwest DSL to UNE-P with Qwest DSL service. You may also request the installation of new Qwest DSLTM service on an eligible and existing UNE-P service, subject to loop qualification and availability. • Qwest DSL is a data solution that utilizes Rate Adaptive Digital Subscriber Line (RADSL) technology to provide a line side connec-tion allowing voice and data transmission over the same local loop. Qwest DSL with UNE-P Services • Your Interconnection Agreement must include terms and conditions to purchase Qwest DSL service with UNE-P. • Upon service conversion to UNE-P with Qwest DSL service, existing and installed Customer Premise Equipment (CPE) (e.g., modems, filters), will not be maintained or changed by Qwest. For new Qwest DSL service with UNE-P, it is your responsibility to provide your end-users with CPE, CPE installation instructions, and technical support. • Qwest DSL Host Volume Discount Program arrangements (providing Qwest DSL service to end-users on behalf of Volume Internet Service Providers) are not available with UNE-P with Qwest DSL. DSL Ordering • Retail DSL can be loop qualified only after the POTs line has been engineered/completed. • Retail DSL process requires a valid loop qual or the DSL order is rejected. • Qwest DSL cannot be ordered concurrently with a new POTs line. • Qwest Retail DSL sales persons sometimes handle requests for DSL at the same time as taking an order for a new line by offering to perform a loop qualification after the line order completes. • There is no DSL order taken and no reservation made at time of the new line order. • If the End User’s line qualifies after completion, the End User is contacted and if requested, a second order is placed. • This is a sales function, not a product attribute. Reseller/CLEC may wish to perform this sales function on behalf of their customers as well.

  24. Qwest DSL with UNE-P Services • Qwest DSL is offered with compatible UNE-P service at Qwest retail rates.
